Position Summary The CONOPS, Lead is responsible for developing and maintaining detailed Concept of Operations (CONOPS) documents to support Navy and joint missions. This role serves as a bridge between end users, engineering teams, and program leadership to ensure operational needs are clearly understood and met. The Lead will gather mission requirements, define operational scenarios, and articulate how systems and capabilities will be employed to achieve mission success. Key Responsibilities Develop, update, and maintain Concept of Operations (CONOPS) documents, ensuring they accurately reflect mission goals, operational scenarios, and user requirements. Facilitate working groups, interviews, and workshops with stakeholders to capture operational needs and use cases. Define roles, responsibilities, workflows, and operational sequences for new or existing systems. Integrate input from cryptologists, EW specialists, engineers, program managers, and operators to produce cohesive, actionable CONOPS. Support requirements development by translating mission scenarios into functional requirements and operational performance measures. Collaborate with test and evaluation teams to ensure CONOPS align with verification and validation criteria. Provide briefings and present CONOPS products to senior leadership, government sponsors, and mission stakeholders. Participate in mission rehearsals, exercises, and after-action reviews to refine CONOPS and improve future operations. Requirements Required Qualifications Education: Bachelor’s degree in Operations Research, Systems Engineering, Intelligence Studies, or related field (or equivalent experience). Experience: 10 years of senior Navy operational experience in maritime missions/functions/tasks with working knowledge of the coordination between the tactical and operational level of war 5 years of experience in Navy doctrine development to include CONOPS development, Navy Concept Development, warfighting areas, and organization/planning/communication skills to support all facets of the Doctrine development life cycle Robust working knowledge of Navy, naval, and joint concepts and the processes through which they were derived Strong knowledge and understanding of USFF/CPF Instruction 3900.1D; Fleet Experimentation (FLEX) Program, OPNAVINST 5420.106A; Navy Doctrine Development Policy, COMUSFLTFORCOMINST 5401.1C; Fleet Concept of Operations Development, and NTRP 1-01; The Navy Warfare Library User Manual Great verbal and written communication skills Proficiency in MS Office Suite (Word, Excel, PowerPoint, Edge, and SharePoint) Ability to coordinate at the Flag level and develop Flag-level products Clearance: Active Top Secret/SCI Technical Skills: Strong understanding of the operational planning process (OPP) and joint doctrine. Ability to model workflows, create operational scenarios, and write clear documentation. Proficiency with MS Office Suite and visualization tools (Visio, Lucidchart, or equivalent). Preferred Qualifications Prior experience in Electronic Warfare, EMSO, SIGINT, or Information Warfare planning. Familiarity with DoDAF (Department of Defense Architecture Framework) views and operational architecture products. Experience supporting acquisition programs, requirements development, or T&E events. Familiarity with JADC2, Fleet Forces Command processes, or other Navy operational planning constructs. Competencies (Senior Level) Operational Expertise: Deep understanding of mission workflows and how to translate them into actionable documentation. Communication: Excellent writing skills, able to produce clear, concise, and compelling CONOPS narratives. Collaboration: Works effectively with cross-functional teams, including operators, engineers, and program managers.
