Overview The Senior Configuration Manager is responsible for developing, documenting, and implementing comprehensive plans to ensure effective configuration control across IT systems and projects. This role oversees programs, projects, and related tasks to maintain consistency, accuracy, and compliance throughout the configuration management process. The Senior Configuration Manager will proactively identify and resolve issues, maintaining detailed records and documentation to support accurate product builds, part ordering, and timely software or system updates. The Senior Configuration Manager will: Augment expertise of VA staff in developing guidance across the system development lifecycle to implement formal Configuration Management Plans (CMPs), processes, and procedures, encompassing Configuration Management, Change and Release Management with focus on access control, source code and baseline management, management of development/test environments, and ensuring system and product compliance with FISMA NIST SP 800-53. Product/software configuration management and testing to evolve automation and product capabilities Assist with translating and/or documenting/diagraming recommendations and deliverables for product assurance and CI/CD directions. Develop and refine AI prompts to analyze various NIST-related CM documents, including CM Plans, policies, and procedures. Support and assist with CI/CD pathway implementations and setup Complete systems, CM functional, technical, and operational analysis and management. Author and present information for analysis, training, documentation, presentations, and reports. Support organizational program definition, documenting/training for programs, delivering services to technical and business customers, training delivery, providing ad-hoc CM assistance, and coaching/mentoring product lines, project teams, and experienced project configuration managers. Utilize product management and configuration/lifecycle tools, such as Jira, Git/GitHub, Jenkins, Selenium, ServiceNow, and a wide variety of open source, CI/CD and repository tools. Provide tools support and implementations of product management and configuration/lifecycle tools Knowledge of CI-CD, automation, and cloud concepts, as well as tools and cloud services to support them. Expertise in aggregating data, implementing dashboards, and communications applications. Create both the big picture and details for organizational program analysis, estimate and/or participate in estimating, and strategize implementation alternatives for large systems programs and operations. Management reserves the right to add, modify, change or rescind work assignments and make a reasonable accommodation as needed. ​​​​​ Qualifications Required Skill 5 years minimum experience on VA OIT contracts as a Configuration Manager Capable of understanding of how NIST SP 800-53 security controls and NIST SP 128 impact system and product CM solutions. Capable of using Power BI to automate CM activities Familiarity with VistA MUMPS Expertise using and implementing product management and configuration/lifecycle tools, such as Jira, Git/GitHub, Jenkins, Selenium, ServiceNow, and a wide variety of open source, CI/CD and repository tools. Requirements documentation and traceability training for programs, delivering services to technical and business customers, training delivery, providing ad-hoc CM assistance, and coaching/mentoring product lines, project teams, and experienced project configuration managers. Agile software development lifecycle experience building and managing user stories based on business, functional and technical requirements. Experience with cloud systems (Azure DevOps) to develop and manage dashboards and reporting. Knowledge of CI/CD, automation, and cloud concepts, as well as tools and cloud services to support them. Expertise in aggregating data, implementing dashboards, and communications applications. Strong understanding of AI tools and prompt engineering techniques. Expertise working with source code and documents, branching/merging, versioning, builds, authoritative source identification, baselines, traceability, repository management, and validation/verification/audits of all types. Experience analyzing, documenting, diagraming, and presenting detailed technical and business information. Expertise using Azure DevSecOps to develop and manage dashboards and reporting. Knowledge of CI/CD, automation, and cloud concepts, as well as tools and cloud services to support them. . Occasional travel may be required to government sites or for stakeholder meetings. Active VA Public Trust clearance required Preferred Experience ITIL Expert or Managing Professional Certified Configuration Manager (CCM) (preferred) Education Bachelor’s Degree - Computer Science, Engineering, Software Engineering.
