As a Construction Federal Program Director, you will provide strategic leadership and oversee all phases of federal construction projects, ensuring compliance, quality, and timely delivery. This role is integral to the Project Execution Team, working closely with Sales, Preconstruction, Engineering, Operations, and Management to drive project success from conception through commissioning. QUALIFICATIONS

  • Bachelors degree in Construction Management, Engineering, Architecture, or a related field, or equivalent experience.
  • 10+ years of experience managing construction projects, with 10 to 15+ years preferred.
  • At least 4 years of experience with federal construction projects.
  • Direct supervisory experience of field staff.
  • Experience with data center construction is required.
  • Proven expertise in CSA (civil, structural, architectural) and MEP (mechanical, electrical, plumbing) construction management.
  • Strong business acumen and professional communication skills, with the ability to engage stakeholders at all levels.
  • Proficient in Microsoft Office Suite; familiarity with Procore, Primavera, or similar project management tools.
  • Familiarity with federal compliance frameworks and regulations.
  • Experience with SCIF and non-SCIF modular builds is a plus.
  • PMP and OSHA 30 certifications are preferred but not required.
  • Demonstrated ability to drive safety, quality, and process improvement initiatives.
  • Strong attention to detail and organizational skills.

Responsibilities
  • Lead and manage all aspects of federal data center construction projects from initiation to closeout, ensuring adherence to schedule, budget, and quality standards.
  • Develop and manage RFPs, project budgets, and cost controls.
  • Serve as the primary point of contact for clients, providing regular project updates and coordination.
  • Oversee contractor and vendor management, including procurement, contract negotiation, and performance review.
  • Ensure compliance with federal regulations and standards, including the Walsh-Healey Public Contracts Act and Service Contract Act.
  • Coordinate with internal teams and external partners to deliver integrated design and construction solutions.
  • Supervise and support field staff, ensuring a strong culture of safety and quality assurance.
  • Manage project documentation, including submittals, RFIs, financial reporting, and change orders.
  • Drive process improvements, cost optimization, and lessons learned initiatives throughout the project lifecycle.
  • Support commissioning, QA/QC, telecom, safety, security, logistics, and project closeout activities.
  • Facilitate the hand-off of completed data center facilities and documentation to clients.
  • Maintain clear communication with all stakeholders to keep them informed of project progress.
  • Promote lean construction principles and best practices in project delivery.
