Description
As a Construction Labor Priority Hire Program Manager, you will provide program management and administration of the Port's Project Labor Agreement (PLA) Priority Hire Program and the Port-wide Apprenticeship Program, while working with local construction labor unions, construction contractors, regional public agencies, training contractors/consultants, pre-apprentices, community organizations, and other internal and external stakeholders. The Priority Hire Program supports access to family-wage jobs to construction workers from economically distressed areas, as well as those who have been historically underrepresented in the construction industry, such as women and people of color. The apprenticeship program provides access to a pipeline for workers from all backgrounds for on-the-job training. You will report on overall goals and program updates, conduct program research on existing internal policies, identify needs and opportunities for program improvements, and recommend policy changes to assure strategic outcomes. You will collaborate with Workforce Development and pre-apprenticeship employment service/training providers regarding the implementation of outreach and marketing on both programs. You will promote equity and inclusion in construction projects by identifying inequities where disparities exist and engage in strategic planning to encourage solutions toward economic growth and job creation in economically distressed areas. You will meet with union reps, contractors and pre-apprenticeship employment service/training providers regarding the programs’ progress, procedures and policy directives. You will also perform site visits to monitor compliance and issue non-compliance/conformance as needed. You will manage all documentation, including reports, submittals and individual contractor corrective action plans. You will monitor and report statistical data for both programs. You will also produce data charts and reports of regional workforce to track performance with the intent of contributing to better career outcomes for residents and research and analyze program administrative and operational issues. You will prepare the Apprenticeship and Priority Hire annual report to show data outcomes and trends for the calendar year. You will also present the annual report to Commission. You will supervise assigned staff, coordinate schedules and provide constructive feedback and training for stretch assignments. You will collaborate with unions and apprenticeship training providers to document apprentices who have journeyed out on port projects and assist with recruitment efforts. You will also update construction documents with program percentage changes. You will maintain internal/external web content. Experienced – You have six (6) years of experience administering racial equity and social justice programs and one (1) year of supervisory/lead/mentor experience including leading a project or process. Desired – We hope you have experience working within the construction industry and/or with construction industry training providers. We also hope you have experience with data analysis and experience with developing and maintaining effective community relationships with stakeholders. You also understand challenges faced by workers in economically distressed areas and have experience with apprenticeship, Priority Hire and related initiatives. Efficient Communicator – You possess excellent oral and written communication, presentation, and interpersonal communication skills, including customer service and organization skills. Interpersonal skills using tact, diplomacy and patience. Adaptable Leader – You have innovative thinking and adaptability, team building, leadership and organization skills. You are capable of designing, implementing and managing new initiatives and programs. Technically Skilled – You are proficient with Microsoft Office and databases used for contract compliance, personnel records, or recruitment purposes.
