The CM functions include participating in design management with the Project Manager (PM) and General Contractor; monitoring various on-going construction activities and schedule for conformance with contract requirements; overseeing civil, structural, mechanical, electrical, or architectural aspects of construction; supporting processing of easements, pertinent deeds, local code requirements, and restrictions; and supporting coordination of various phases of construction at a VA Medical Facility. Currently, Davenergy is looking for experienced CMs to assist in the oversight of an infrastructure renovation project which will serve to support our veterans' needs at the Bay Pines VA Medical Center in Bay Pines, FL. Position Description: This program involves new construction projects on an existing medical center campus. Some of the existing buildings are historic properties. The building types include office buildings, hospitals, clinics, laboratories, warehouses, and other types of real property. Project involves a multi-million-dollar phased renovation of the main hospital building at the Bay Pines VA Medical Center. At any given time, the project is in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. Project is currently entering the fourth phase of renovation. Some of the duties for the successful candidate include: Conducts and carries out portions of daily inspections of site work and building construction; documents discrepancies, code violations, improper materials or techniques, and substandard workmanship; monitors schedules on ongoing daily activities to identify and mitigate project slippage and coordinate project phasing. Performs regular and recurring field inspections, investigations, and surveys requiring walking, stooping, bending, and climbing, with exposure to adverse weather and construction hazards. Reviews contractor submittals and RFIs; maintains accurate and complete job files including as-built drawings and specifications; identifies progress delays and recommends corrective measures to the SRE. Conducts or attends weekly project meetings to monitor project status and schedule, discuss issues, and coordinate resolutions. Reviews contractor testing/inspection reports and provides approval or disapproval recommendations to the SRE. Maintains thorough records to assist the VA in conflict resolution. Reviews and revises contractor-proposed utility service and traffic interruption plans and reports findings to the SRE. Maintains an inventory of materials, supplies, and equipment; monitors quantities used in contract administration and project activities. Assists with documentation and administration of construction contract changes, including drafting proposal requests, preparing cost estimates, reviewing contractor cost proposals, assisting with negotiations, and preparing change order packages for the Contracting Officer and SRE. Performs weekly safety inspections and prepares safety reports. Prepares daily manpower and work activity reports. Maintains lists of observed defects and omissions; prepares punch lists and coordinates resolutions. Available to work after normal duty hours, including nights (5 PM–7 AM) and weekends as required by the project. Communicates fluently in English. Ensures installed work complies with approved submittals and contract requirements; provides recommendations to the SRE for final approval. Reviews contractor payment requests for accuracy and acceptability and submits written recommendations to the SRE. Prepares estimates for changes; reviews contractor change quotations and cost breakdowns for labor, equipment, and materials. Provides written feedback and recommendations to the Senior Resident Engineer on reviewed information and inspected work. Maintains accurate and complete CM service files for Government inspection. Utilizes computerized management systems for processing RFIs, preparing draft contract modifications, and managing project documentation. Submits daily reports documenting completed work, work in progress with estimated completion dates, upcoming scheduled work, and outstanding tasks. Observes contractor and subcontractor work for proper installation and application of materials and reports findings daily to the SRE. Documents daily conditions, including environmental factors impacting construction safety and EPA compliance; reports findings to the SRE. Reviews contractor cost breakdowns and submittals on proposed equipment and materials; provides recommendations for approval or disapproval. Reviews samples of construction materials and equipment and provides analysis to the SRE. Maintains marked-up project plans and specifications for future as-built drawings. Compiles deficiency logs and follows up on corrective actions. Coordinates inspections with utility companies as needed. Coordinates special testing and commissioning activities. Takes digital photos documenting construction progress throughout the project. Assists SRE/RE with final inspection activities. Assists with contract close-out activities. Requirements PHYSICAL REQUIREMENTS: Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoist, ability to climb ladders and negotiate work areas under construction. While performing the duties of this position, the associate regularly works on-site at the construction work site where the associate is exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. Occasional lifting of equipment between 10-25 lbs. required. Educational Requirements: Must have at minimum a bachelor’s degree in any Engineering Discipline from an accredited institution of higher learning with at least five years of experience in the Construction Industry (in Hospital and/or Federal government Major Construction or Renovations). Position Qualifications: Knowledge of the Federal Acquisition Regulations, commercial practices and construction standards. Construction experience should encompass multi-disciplinary engineering topics to include HVAC, Plumbing, Civil, Interior and Exterior Systems in a hospital environment. Knowledge of planning and executing utility outages and cutovers in a hospital environment. Ability to determine compliance of workmanship, materials, equipment and installed work with contract requirements and industry standards. Working knowledge and understanding of building, safety, and environmental codes. Working knowledge of environmental, civil, safety, architectural and structural fields. Must be fluent in English.
