This Opportunity WSP is currently initiating a search for a Construction Manager / Signal Specialist to join our Transit & Rail Team. The selected candidate will support the planning, design, and delivery of track signal, and Communication-Based Train Control (CBTC) capital construction projects for major transit clients across the New York metropolitan region. This position will be based out of our New York City, NY location. This position combines field-based construction management with technical signal-systems expertise, ensuring that all project work is executed safely, efficiently, and in compliance with design intent, contract requirements, and operational standards. The Construction Manager / Signal Specialist will lead multidisciplinary coordination among design teams, contractors, and client stakeholders to ensure seamless integration of signal, communications, traction power, and track systems. The ideal candidate is a detail-oriented, proactive professional with a strong background in signal design, CBTC technology, and construction delivery. You will play a key role in delivering high-profile rail-system upgrades and modernization efforts that enhance the safety, reliability, and performance of the region’s transit network. Your Impact: Act as a leader for all phases of project delivery for signal, track, DCS, and CBTC installations—from planning and design coordination, leading construction and supporting testing, and commissioning. Oversee field activities to ensure work is executed safely, on schedule, within budget, and in accordance with contract specifications and agency requirements. Provide guidance on systems engineering and integration across signal, communication, traction power, and track disciplines to ensure safe, reliable, and maintainable interoperability. Review of signal and CBTC design drawings, submittals, and technical specifications to verify constructability, quality, and compliance with NYCT standards. Support CBTC implementation schedules, cost estimates, and transition planning for client operations, maintenance, and control-center functions. Identify and assess technical risks, propose mitigations, and communicate potential impacts to project leadership. Lead and supervise construction and installation activities for signal and train control infrastructure, monitoring contractor performance, quality, and adherence to plans. Develop solutions for unforeseen field conditions and coordinate design revisions or contract modifications as necessary. Support the PMC team to manage and oversee contractor deliverables, cost estimates, and change orders, supporting negotiations, claims resolution, and progress payment reviews. Prepare detailed reports, presentations, and documentation for internal and client review, ensuring transparent communication and timely issue resolution. Coordinate the field installation preapproval within MTA/ NYCT with getting the Signal Bulletins and ensuring track outages are allocated. Manage the team that tracks the NYCT outages allocated for the project. Identify and apply industry best practices, lessons learned, and innovative tools to enhance project efficiency and system performance. Utilize digital field-management tools, data analytics, and automated testing platforms to strengthen delivery performance and quality assurance. Enforce safety standards and promote a strong safety culture across all project sites. Encourage knowledge-sharing and continuous improvement across teams to strengthen technical and delivery excellence. Perform additional responsibilities as required by business needs. Who You Are Required Qualifications Bachelor’s degree in engineering or related fields, or additional years of related construction experience with signal and track construction experience in lieu of a degree. 8-10+ Years of related construction experience with signal and track construction. Extensive experience in the delivery and design of large-scale metro and rail projects involving signal systems and train control. Proven experience coordinating the construction of track, signal, communications, structural, and power disciplines, with a strong understanding of operational impacts during construction. Proven track record of upholding workplace safety and compliance with WSP’s health, safety, drug/alcohol, and harassment policies. Strong ability to adapt quickly to change and demonstrate flexibility to meet varying project schedules and business needs. Occasional travel may be required depending on project-specific requirements. Preferred Qualifications Strong experience in managing the review and approval of documents and discipline-specific deliverables, certifications, processes, and plans in a multi-project environment. Understanding of NYCT MOW requirements to get signal bulletin for signal field work Understanding of NYCT subway operations. Understanding of NYCT signaling standards – relay logic, testing and commissioning of CBTC system. Compensation: Expected Salary (all locations): $95,000 - $175,000 WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
