Description EXTEND PUBLIC LAUNCH RAMP AT ECHO BAY This project is for the in-water extension of the Lake Mead, Echo Bay boat launch ramp from elevation 1050’ above mean sea level (AMSL) to an elevation of 1000’ AMSL. Construction will be performed by excavation, stabilization, and placement of precast concrete panels in water depths of up to 40-feet. Requirements ON-SITE CMR REQUIRED QUALIFICATIONS: Technological Knowledge and abilities such as: Ability to effectively utilize the required hardware/software and access the internet to perform responsibilities outlined in this SOS. Ability to use software to create/edit documents, record meetings, make calls, and share screens such as, but not limited to: MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized for construction management services. Physical Abilities: Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance. Technical Knowledge and abilities such as: Ability to read, interpret, and understand the Construction Contract Plans and Specifications. Have knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract plans and specifications. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Possess knowledge in construction practices including applicable building codes and safety regulations; ability to facilitate, understand, and document pre-inspections; inspections during construction; post construction inspections; and mock-ups inspections. The ability to understand and evaluate cost estimates and proposals broken down, at a minimum, to prime and subcontractor labor, equipment, materials, overhead, and profit. The ability to define and document scope changes requested by the CO or a result of a differing site condition. The ability to understand and document negotiations between the CO and the Construction Contractor for the technical scope requirements and prime and subcontractor labor, equipment, material, overhead, and profit. Ability to understand and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government for which payment may be made. Other requirements: The CMR shall have no conflicts of interest; examples include family members employed by or stock with the associated construction firm. The CMR shall not disclose any information that is procurement sensitive an example includes Government Cost Estimates. The CMR shall maintain ethical behaviors and practices as required by all Government employees and contractors in accordance with FAR Part 3. The CMR shall ensure they are always identified as “Contractors” (non-Government employees) and are solely accountable to the DSC (not Park or Region staff). Candidates resume must include: Education, professional qualifications, trainings/certifications, and registrations related to construction, architecture and engineering, building codes, and safety regulations with a minimum five (5) years of construction management experience. Documentation (Copy) of required Occupational Safety and Health (OSHA) 30 List of construction projects in which the proposed CMR has worked on those projects that are similar to this requirement, describing the specific work / tasks performed by the proposed CMR Provide a brief description of the project, location of the project, duration dates of the project, dollar value of the project, applicable Contract / Task Order number(s), and any other pertinent details of the project, as well as the contact information (phone and email address) for the project owner’s representative. Experience with in-water and related construction, boat launch ramps, lake levels, precast concrete panels, excavation, stabilization, commissioning and training, permitting, Neveda (or similar environment) construction, understanding Specifications and Drawings. Demonstrated ability to work with multiple crews on-site and provide timely communication / reporting skills with off-site Architect-Engineer (AE) Firms and Government Contracting Officer’s Representatives (COR) to achieve quality control. Experience working with Government Project Teams on processing change orders and submittals, responding to requests for information (RFI), documenting daily field observation reports, reviewing completed work for payment requests, reviewing certified payrolls, conducting labor interviews, analyzing proposals for technical and cost considerations. Demonstrated ability to conduct/facilitate weekly progress meetings and prepare meeting minutes afterwards, noting familiarity with the use of Project Team and other construction management software programs. Experience with developing construction cost estimates and reviewing construction schedules, noting proficiency with respective software programs. Other experience and qualifications relevant to the same or similar work required under this Task Order Three (3) professional references from past construction projects
