Description REPAIR AND RAISE SEAWALL The Work consists of: Demolition of four seawalls and construction of four new seawalls and a return wall: seawalls include three stacked granite walls with drive sheet pile behind and one steel sheet pile wall with concrete cap and fascia, all constructed to top elevation 10.5 feet NAVD 88. The return wall at the northern property line is a concrete retaining wall with granite fascia and stepped crest elevation. Rehabilitation of the Center Seawall that includes new cast coquina capstones, tabby infill along the top of the wall, and repointing to the front and back faces of the wall. Fill behind the new seawalls on the north and south lawns to maintain the elevation differential between the top of wall and upland grade behind wall. Demolition of the existing fee booth building and entrance plaza. Construction of a new 320 square foot building and concrete entrance plaza. New plaza will be ABAAS compliant. Reconstruction of existing timber stair structure. Construction of new ABAAS-compliant resin-bound aggregate walkways around the Fort. Replacement of existing lift station, force main, irrigation, and electrical lines along the upland side of the Center and South seawalls. Removal and replacement of trees for the construction of the site improvements. Reinforced turf to the areas shown on the plans. Period of Performance: Approximately 550 calendar days of construction management services with 50 additional working days prior and post on-site work. Exact dates of performance have yet to be determined and are dependent upon start of construction activities. Requirements The CMR shall possess the following qualifications: Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF and/or Bluebeam, MS Project and/or Primavera P6, Project Team and any other software programs typically utilized for construction management services. Physical abilities: Ability to walk up three flights of stairs, get onto and use scaffolding and/or a lift to access and view the building walls and roof, walk on the roof, use a ladder, and be tied off using a Personal Fall Arrest System (PFAS) on a daily basis to observe contract performance. Ability to work in an office and operate a computer system for up to 8 hours a day. Ability to enter a confined space. Technical knowledge and abilities such as: Ability to read, interpret and understand the Construction Contract, Plans and Specifications. Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications. Required relevant areas of expertise include: Site protection Excavation Structural concrete Structural steel Unit masonry Sheet Piling Commercial grade window and door systems Mechanical, electrical, and plumbing systems Accessibility compliance Work within a culturally and historically significant site Commissioning Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for. Professional qualifications: The proposed CMR(s) must demonstrate a minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in: Construction management. Project coordination, documentation, and communication. Applying and ensuring compliance with engineering code, permit, and contract document requirements. Inspection and verification of construction work. Reviewing as-constructed markup drawings. Technical writing. Performing schedule and cost breakdown estimating, analyses, and negotiations. Reviewing payment invoices. Leading and facilitating progress meetings and other general meetings. Descriptions of any/all relevant professional registrations/certifications, training, etc. Candide must provide: Up-to-date resume Educational qualifications and certifications and training Project list minimum of 3 reference.
