Description Install Temporary Wastewater Plant in Mammoth Hot Springs - Headworks The project consists of construction of the “Install Temporary Wastewater Plant in Mammoth Hot Springs - Headworks” project at Yellowstone National Park. The work of the project will occur at Mammoth Hot Springs in Wyoming. This project will add a headworks facility to the temporary Wastewater Treatment Plant (WWTP) serving Mammoth. The WWTP has been in service since Summer 2023, but the raw wastewater screening equipment is labor-intensive and unsafe to maintain, due primarily to the perceived need to minimize the footprint of the WWTP. This project will provide an industry-standard headworks facility that will screen raw wastewater in a less labor-intensive and safer manner. Due to the project’s location in a national park and because much of the work of this project will be performed in areas in close proximity to sensitive natural and cultural resources, this project includes many significant and critical requirements associated with contractor operations and resource protection. These unique project requirements will demand careful management, scheduling and work planning and very close attention and coordination on the part of the prime contractor, subcontractors and the CM Firm representing NPS. Period of Performance: 412 calendar days of construction management services. Exact dates of performance have yet to be determined and are dependent upon start of construction activities. Approximate dates: April 15, 2026, to June 1, 2027 Requirements The CMR shall possess the following qualifications at a minimum: 1. Professional Experience: Professional Civil Engineer Licensure. Ten years+ experience may be substituted for the PE licensure. Construction management or engineering degree. Minimum 10+ years’ experience in construction management and/or trade supervision in civil utilities construction. Experience in wastewater treatment plant construction, pipeline infrastructure, and wastewater treatment plant processes is required. OSHA 30-hour certification. Relevant experience acting as a CMR on projects of similar size and scope within the last 5 years 2. Computer and technology literacy and abilities such as: utilizing PCs and mobile devices, accessing the internet to perform tasks and responsibilities utilizing the CM software management program, use of MS Teams to create, facilitate and record meetings, make calls and share screens, ability to use and manipulate files in Microsoft Word, Excel, Adobe PDF, MS Project and other software programs typically utilized for construction management services. 3. Physical abilities: Ability to stand and walk for a significant portion of the on-duty time each workday on a daily basis to observe contractor performance, including the ability to walk long distances and walk over uneven and rough surfaces. Ability to follow safety protocols and to enter confined spaces to observe construction progress such as crawling, bending, stooping, climbing, etc. Ability to perform all duties and responsibilities in all expected weather conditions. Ability to work in an office and operate a computer system for a significant portion of the on-duty time each workday on a daily basis. 4. Technical knowledge and abilities to include: Completion of the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. Ability to read, interpret and understand the Construction Contract, Plans and Specifications. Ability to communicate effectively orally and in writing. Knowledge and experience performing similar duties and responsibilities on construction projects that are similar in scope, magnitude and complexity to this project. Have knowledge of and experience performing or inspecting similar construction scopes of work and applicable construction trades and techniques so that the CMR can observe, document and confirm conformance to the contract’s technical requirements, plans and specifications. Knowledge of construction practices including applicable safety regulations, and ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections. The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by NPS or a result of a differing site condition. The ability to understand and document negotiations between the Government and the construction contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities. 5. Ability to legally operate a motor vehicle to access the work locations. 6. No conflicts of interest which could be perceived as precluding the CMR’s ability to serve in an unbiased and impartial manner, such as having family members associated with or a financial interest in the construction contractor firm.
