Description The Construction Manager’s (CM) position will be responsible for managing the Project Team, Project Stakeholders, consultant(s), and contractors as necessary to rehabilitate, enhance and expand Water/Wastewater Projects. A key function of the position is to manage the activities, operations, and resources necessary to carry out and ensure that projects are completed on time, within budget, and in accordance with project documents. They will enforce contract provisions and resolves budgetary, technical, and scheduling issues. ESSENTIAL DUTIES/ RESPONSIBILITIES: Oversee all aspects of the Project Planning which includes the development of project management plans. Provides overall project management and coordination with architectural/engineering professionals. Investigates and considers alternative approaches and concepts, to ensure the development of the most appropriate project solutions. Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments. Manages the preparation of project scopes of work, plans, schedules, and budgets. Assist the Resident Engineer with the preparation and/or review of progress reports, progress payments, progress schedules, and change requests. Oversee the quality and safety of work performed on projects. Manages the schedules and budgets to ensure positive project performance. Prepares monthly progress reports and provides monthly project status briefs to management. Must be capable of identifying and evaluating project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects. Follow the work practices and standard operating procedures for this position. Performs other related duties as assigned. Requirements KNOWLEDGE, SKILLS, & ABILITIES: Self-motivated with the ability to work collaboratively with a diverse group will be essential. Review, monitor, and understand engineering design and operational information, present and review this information with staff, management, and clients. Familiarity and experience with transportation design specifications and requirements. Highly developed skills in speaking, writing, analytical thinking, problem-solving, and management are necessary. Capability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors. EDUCATION AND EXPERIENCE: Bachelor’s Degree in Engineering or a related field. A minimum of 15 Years’ progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale construction or integrated systems capital improvement projects, with a value of not less than $13 million. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts. Experience using professional scheduling software and Microsoft Office products is preferred. The ideal candidate will have commercial/office building construction experience. CERTIFICATES, LICENSES, AND REGISTRATIONS: Professional Engineer (PE) Certification is preferred or 18 years of experience. EQUIPMENT/SOFTWARE REQUIREMENTS: Proficient in MS Word, Excel, Outlook, SharePoint, and Access WORK ENVIRONMENT: This job operates primarily in a professional office environment, at various operations and maintenance facilities, and active construction sites. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Field/site visits will be required.
