The Construction Observer position is part of the construction engineering team, and the main responsibilities include, but are not limited to: Observes all phases of contractor work, procedures, and progress to verify compliance with plans, specifications and standards; supervises and observes construction of municipal projects, roadways, bridges, and earthworks. Coordinates and monitors overall operations of a testing laboratory performing tests on a variety of materials; monitors quality control by reviewing testing reports of all construction phases for municipal projects, roadways, bridges, and buildings. Implements policies and procedures and observes compliance with OSHA, EEO, and labor compliance requirements. Computes, reviews and verifies pay quantities, computations, and materials. Reviews compliance with plans, specifications, and special provisions. Prepares/reviews project diaries, testing data, reports and summaries; prepares drafts for project correspondence. Coordinates activities with utility companies, cities, counties, state agencies, property owners and contractors. Requirements Qualifications: 5+ years Construction Observation experience is preferred. Knowledge and experience with public works projects. Knowledge and experience with the administration of Federal-Aid projects. Proven ability to self-direct and lead others. Willingness to work out of town for short periods of time. Salary Range: $34.00 - $50.00 per hour, determined by experience.
