If so, we have an exciting opportunity for a Construction Product Manufacturer Policy and Strategy Advisor to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we’d love to hear from you!
The Grenfell Tower fire in 2017 exposed serious fire safety issues in blocks of flats nationwide. The government has been clear that those responsible for making buildings safe must do so without delay, that those responsible for constructing unsafe buildings must pay to fix them, and that those living in unsafe buildings must be protected.
The Recovery Strategy Unit (RSU) is a delivery-focused team at the heart of this aim. We use a range of direct levers, including strategic communications, intelligence gathering, legal action, and sector engagement, to accelerate remediation and compel those responsible for unsafe buildings to contribute to the cost of fixing them. Our work includes taking direct action on behalf of the Secretary of State using powers granted under the Building Safety Act 2022.
This role focuses on strengthening accountability within the construction products sector for the building safety crisis, ensuring those responsible for unsafe or mis-sold products contribute to remediation efforts. You will support the development and delivery of policy aimed at securing redress from manufacturers, working closely with legal experts, colleagues across the Buildings, Resilience and Fire Group, other government departments, and external partners to shape and refine options.
This role sits within a friendly, collaborative, and supportive team. It offers a unique opportunity to contribute to complex, fast-paced policy development with direct ministerial interest and significant public impact.

JOB DESCRIPTION

Lead the development of policy proposals to hold construction product manufacturers accountable, ensuring alignment with strategic goals and legal frameworks. Maintain up-to-date expertise in construction product redress across government and industry.

  • Research and analyse complex policy and legal issues, including historical and comparative perspectives, to develop evidence-based proposals. Generate, test, and refine policy options and contribute to the development of new ideas to strengthen redress mechanisms.
  • Prepare and manage legislative products, including policy instructions, impact assessments, explanatory notes, speaking briefs, and ministerial briefings. Oversee the progression of legislation, ensuring timely delivery and coordination with parliamentary processes.
  • Engage with a wide range of stakeholders, including legal experts, internal teams, external counsel, industry representatives, and government partners. Represent the department in cross-government forums and external engagements to resolve complex issues and shape policy direction.
  • Lead industry engagement and support investigations into construction product manufacturers to promote transparency and accountability.
  • Use strategic communications and targeted messaging to influence industry behaviour and support policy objectives.
