In this role you will get to play a pivotal leadership role in ensuring quality excellence throughout a complex, high‑impact infrastructure program. You will shape and maintain the project’s quality framework, partner closely with engineering, construction, procurement, and program leadership, and uphold Parsons’ and the client’s rigorous quality and compliance standards. This role blends strategic influence with hands‑on application—driving continuous improvement, strengthening quality culture, and ensuring that delivered systems meet the highest standards of reliability, performance, and safety. What You'll Be Doing: Collaborate across the project team to resolve complex quality challenges and implement process improvements. Develop, implement, and manage project‑specific Quality Systems, including manuals, plans, procedures, and audit schedules. Conduct internal and external (of subcontractors, as applicable) audits; evaluate findings; oversee corrective and preventive actions; and drive systemic improvements. Support quality‑related elements of bid preparation and contract planning. Review quality documentation, technical deliverables, test plans, purchase orders, and subcontracts for compliance with standards and project requirements. Provide mentorship, training, and technical leadership for the project’s quality personnel. Partner with senior leadership and client representatives on quality strategies, compliance expectations, and continuous improvement efforts. Utilize advanced statistical process control methods and performance metrics to monitor, analyze, and improve quality outcomes. Ensure conformance with applicable USACE, ISO, ASME, ANSI, ASTM, and other industry standards. What Required Skills You'll Bring: Bachelor’s degree in Engineering, Construction Management, Quality, Business, or related field (or equivalent experience). 10+ years of experience in Quality Engineering, Quality Assurance, or related disciplines. Current USACE Construction Quality Management for Contractors Certification Experience with Quality Management Systems and standards such as ISO 9000, ASME, ANSI, and ASTM. Strong analytical, problem‑solving, and risk‑assessment skills with exceptional attention to detail. Ability to collaborate effectively with cross‑functional teams and communicate with all levels of leadership. Proficiency with Microsoft Office applications. Excellent written and verbal communication skills. Proven ability to lead, mentor, and train others on quality engineering concepts. Working knowledge of infrastructure, government, aviation, transportation, or related industry sectors. What Desired Skills You'll Bring: Certified ISO‑9000 Lead Auditor and/or ASQ Certified Quality Engineer (CQE), or ability to obtain within 6 months. Additional relevant certifications (CMQ/OE, CQA, NQA‑1, NDT/ASNT, AWS Welding Inspector, DOT, etc.). Experience with utility, energy, or microgrid projects. Membership in nationally recognized quality organizations. Bilingual English/Spanish proficiency (strongly preferred for work in Puerto Rico).
