Construction Site manager
Temporary/Fixed Term Contract for 4 Months
Full time hours of 40 hours per week

The purpose of the role is to deliver safe and effective leadership, management, and oversight of all activities within a construction site established for the upgrade of two dockside cranes located within the Devonport Royal Dockyard site. As Principal Contractor under the Construction, (Design & Management) Regulations 2015, Altrad Sparrows have primary responsibility for the management of health and safety throughout the construction phase and the role of Construction Site Manager is therefore key to the safe and successful delivery of this project.

QUALIFICATIONS AND EXPERIENCE

The successful candidate will have as a minimum:
· 5 year’s proven track record in a construction site management role, preferably within the defence or industrial sectors.
· Thorough knowledge and understanding of the Construction, (Design & Management) Regulations 2015.
· Proven organisational & planning skills and familiarity with engineering drawings, procedures and activities.
· Strong leadership, communication and interpersonal skills with demonstrated success in stakeholder engagement and issue resolution.
· A relevant construction management or technical qualification at NVQ, SVQ, HNC / D or degree level.
· CITB Site Management Safety Training Scheme (SMSTS) Qualification, or equivalent.
· Valid CSCS Manager Card (incorporating the CITB Managers and Professionals Health, Safety and Environment test) or appropriate equivalent training and qualifications.
· Proficient in use of general IT equipment and Microsoft Office software.
The following are also desirable:
· IOSH Managing Safety qualification.
· Incident investigation experience.
· First Aid at Work qualification.
· A workplace fire safety qualification.

Responsibilities

MAIN RESPONSIBILITIES

· Effectively plan, manage, monitor and co-ordinate health & safety in accordance with the Construction Phase Plan, company procedures, legislation and site rules.
· Lead activity planning, control of work and deconfliction within the construction site to deliver the project scope of work in accordance with the agreed schedule and required quality standards.
· Produce and maintain site records and, in co-ordination with the Altrad Sparrows operations team, provide client project progress and health & safety reports.
· Coordinate with on-site contractors to ensure risks are effectively controlled and mitigated by managing and overseeing the Altrad Sparrows Permit to Work system for all working parties.
· Monitor and ensure compliance with health & safety requirements to maintain a safe working environment at all times.
· Lead worker engagement and champion a strong health & safety culture, including the delivery of daily briefings, Time Out for Safety (TOFS) meetings, and promote engagement and participation with Altrad Sparrows Behavioural Safety System, addressing all issues or concerns raised promptly and appropriately.
· Deliver site inductions and briefings to Altrad Sparrows staff, contractors and client personnel working on the site and manage the control of site boundaries and access.
· In co-ordination with Altrad Sparrows operations and HSEQ teams, manage the review and assurance of contractor task documentation and personnel competency.
· Ensure site welfare and other facilities are suitable and maintained to an appropriate standard.
· Co-ordinate the on-site emergency response and reporting of any incidents or accidents and contribute to incident investigation processes and the implementation of remedial actions where appropriate.
The successful candidate must hold, or be able to achieve, Security Check (SC) security clearance for this role.

HSEQ RESPONSIBILITIES

· It is mandatory that the incumbent is familiar with the Company’s HSEQ Policy and takes an active role in the compliance and improvement of Sparrows Integrated Management System. The incumbent must report any incidents, near misses, actual or potential problems with products, services or systems to their Line Manager.
· The incumbent also has legal responsibilities under country-specific health and safety legislation to follow all Company processes and procedures and familiarise themselves with the emergency response arrangements applicable to them. The incumbent is also responsible for the health and safety arrangements of subordinates (if any) and for any persons visiting them while on the Company premises.
