Training Facilitators Consultant KREASI Principal Professional Development Background  Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a programme designed to accelerate the improvement of literacy, numeracy, and character education for Indonesian preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program has been developed together with the Ministry of Primary and Secondary Education (MoPSE), Ministry of Religious Affairs (MoRA), National Development Planning Agency through Save the Children with partners in the collaborative consortium Mitra Pendidikan Indonesia (MPI). KREASI is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia.  KREASI is managed by Save the Children, and implemented by seven local implementing partners in the following districts:  Kalimantan Barat:  * Kabupaten Ketapang  * Kabupaten Kayong Utara  Maluku Utara:  * Kabupaten Halmahera Utara  * Kabupaten Pulau Morotai  Sumatera Utara:  * Kabupaten Nias Utara  * Kabupaten Nias Selatan  Lampung:  * Kabupaten Tanggamus  * Kabupaten Pesisir Barat  Objectives of the Assignment  This consultancy will support the KREASI team in strengthening the facilitation quality and monitoring system for the Principal Professional Development (PPD) training program. The consultant will support the preparation of facilitator capacity-building materials, monitor the implementation of the PPD training, and develop tools to ensure training quality.  Details of the deliverables for this assignment are as follows: Deliverable 1 – Facilitation of National-Level Training of Trainers (ToT) The consultant will support the implementation of the National-Level Training of Trainers (ToT) for the PPD modules during the five-day ToT for District Trainers who will deliver the PPD training at the subnational level (2 modules × 5 days).  Components will include:  * Facilitating and co-facilitating the National-level ToT  * Facilitation materials to strengthen the capacity of trainers delivering the PPD modules.  * Session design and trainer slide decks aligned with the structure of the existing PPD modules and delivered in Indonesian.  * Coordination with the KREASI team to ensure alignment of training flow and session objectives.  * Transportation cost for all facilitators to training venue (Jabodetabek area) Deliverable 2 – Facilitation Guidance for Group Facilitators The consultant will develop guidance materials to support Peer Learning Group Facilitators who lead small-group discussions and reflection sessions among participants during the PPD training process.  Components will include:  * Practical guidance for facilitating peer learning discussions and reflective sessions  * Strategies to encourage active participation, collaborative problem-solving, and shared learning among school leaders  * Supporting tools or templates for documenting key discussion points and follow-up actions Deliverable 3 – Final Report  The consultant will prepare a final report summarizing:  * Activities conducted under this consultancy  * Key observations from the ToT implementation  * Recommendations to strengthen facilitation quality for future PPD training implementation Scope of Work  The Consultant is expected to perform the following key tasks: Facilitation of National-Level Training of Trainers (ToT)  * Facilitate modules during a five-day national Training of Trainers (ToT) for District Trainers who will deliver PPD training at the subnational level. (2 modules x 5 days)  * Develop materials to strengthen the capacity of trainers delivering the PPD modules, including facilitator guidance, session designs, practical exercises, and trainer slide decks.  * Ensure the materials apply adult learning principles, emphasize interactive approaches (e.g., discussion, reflection, case analysis, collaborative problem-solving), are delivered in Indonesian, and align with the structure of the existing PPD modules.  * Coordinate with the KREASI team to ensure alignment of training flow and session objectives.  * Observe selected ToT sessions to assess facilitation quality and participant engagement, and support the collection of participant feedback on training effectiveness and readiness to facilitate future PPD training. Development of Guidance for Peer Learning Group Facilitators  * Develop guidance materials for Peer Learning Group (PLG) Facilitators who lead small-group discussions and reflection sessions among participants during the PPD training process.  * Define the roles and responsibilities of PLG Facilitators within the training structure.  * Develop practical guidance for facilitating peer learning discussions, supporting reflective dialogue, and encouraging collaborative problem-solving among participants.  * Prepare simple tools or templates to support PLG Facilitators in documenting discussion outcomes and follow-up actions.  Final Reporting * Prepare a final report summarizing:  * Activities conducted under this consultancy  * Key observations from the ToT implementation  * Recommendations to strengthen facilitation and implementation of the PPD training program. Required Qualifications and Experience  Save the Children is seeking an External Collaborator with at least 5 years of professional experience in education, principal/teacher professional development, and training facilitation. The consultant should have demonstrated expertise in adult learning and interactive training approaches, as well as experience in the design and facilitation of Training of Trainers (ToT) programs. Experience in developing facilitation materials and training packages for principal professional development is highly desirable.  Specific qualifications we are seeking include:  * Advanced degree (MA or PhD) in Education, Literacy, Educational Psychology, Teacher Education, or a related field.  * Strong expertise in adult learning principles and interactive training approaches, including facilitation of discussions, reflection, collaborative learning, and case-based problem solving.  * Proven experience in the design and facilitation of Training of Trainers (ToT) programs, ideally for teachers, teacher trainers, or education facilitators.  * Demonstrated experience in developing training materials, including facilitator guides, session plans, trainer slide decks, practical exercises, and training quality monitoring tools.  * Strong facilitation skills, with the ability to promote active participation, reflection, and collaborative learning during training sessions.  * Experience in observing training sessions and providing feedback to strengthen facilitation quality and participant engagement.  * Demonstrated commitment to gender-responsive pedagogy, inclusive education, and culturally responsive teaching practices.  * Experience working in low-resource education contexts and with diverse groups of teachers or facilitators is preferred.  * Knowledge of Indonesia’s education system and teacher professional development landscape is an advantage.  * Fluency in Indonesian and proficiency in English (spoken and written).  * Strong writing and documentation skills.  * Proficiency in MS Word, PowerPoint, and Google Drive for document development and collaboration.  Note:  The External Collaborator should propose additional team members with complementary expertise to support the delivery of the assignment, as the level of effort (LoE) outlined above is designed for at least four team members.
