Description:
Project Context and Scope
Under the overall supervision of the Head of Office in IOM Portugal and the direct supervision and guidance of the Project Coordinator and Project Associate, the successful candidate(s) will assist and closely coordinate with the Project Coordinator and the Project Assistant for the implementation of the activities that are part of IOM services within the Project “Supporting a new Institutional Framework and Coordinated Approach to Migrant Integration in Portugal”.
This project is funded by the European Commission, through the Technical Support Instrument, intended to support Member States in designing and adopting structural reforms, and implemented in cooperation with the Directorate-General for Support to Structural Reforms (DG REFORM).
In particular, the successful candidate(s) will be responsible for supporting the implementation of project activities, specifically related to the design and development of two outputs, the Training Toolkits and the Training of Trainers Workshops with the aim of developing training materials on selected topics and train the AIMA staff.
Organizational Department / Unit to which the Consultant is contributing
The overall objective of the project is to support the Agency for Integration, Migration and Asylum (AIMA) in enhancing its capacity to better respond to migrants’ integration needs in Portugal. To achieve this, the The project is funded by the European Union via the Technical Support Instrument and implemented by IOM, in cooperation with the European Commission project focuses, among other outputs, on reinforcing the capacity of AIMA staff through training, to respond to evolving challenges and needs.
The successful candidate(s) will support the IOM Project Team in developing five Training Toolkits on pre selected structural, transversal and comprehensive training topics and developing and delivering Training of Trainers Workshops based on the Training Toolkits, with the aim of strengthening the capacity of AIMA staff to train their peers, providing them with the necessary skills and tools.
QUALIFICATIONS
Education
- University degree in Public Administration, Law, Political or Social Sciences or a related field from an accredited academic institution (Master’s or Doctorate preferred).
Experience and skills
- A minimum of five years of professional experience in government, public sector consultancy, teaching, or related areas is required;
- Experience in designing, developing and implementing training materials, training sessions, handbooks, guides, and the capacity to resort to consultation methods (such as interviews, questionnaires) is required;
- Experience in producing qualitative and technical Reports and publications with relevant conclusions and within the expected deadlines is required;
- Experience in designing, facilitating and leading training sessions/workshops, including training of trainers, ensuring that participants gain the necessary knowledge and skills to apply the content is required;
- Excellent drafting skills in Portuguese and English and analytical capabilities, including working with third parties and managing multiple parallel tasks are required;
- Good knowledge of the Portuguese national context in the field of Public Administration and/or Migration, including integration policies and organizations, monitoring indicators to measure integration services, and standard operating procedures is required;
- Work experience and knowledge in human rights and interculturality is desired;
- Good level of computer literacy, in particular with Microsoft Office programs, is required. Experience in online design and layout is desired;
- Strong knowledge of regulatory frameworks and compliance requirements: familiarity with relevant laws, regulations, and standards governing public administration is desired;
- Proven skills in researching, collecting and analysing data and information, preferably on migration themes, including models and services for migrant integration, and recommend adjustments are desired;
- Strong knowledge and experience in managing and/or participating in projects of the social sphere is desired. Experience with EU funded projects is also desired

- Fluency in Portuguese and English is required.
Responsibilities:
Tasks to be performed under this contract
- Design and development of five Training Toolkits for Trainers, on selected topics (e.g. legislation, access to health and education, migration and human rights), in Portuguese;
- Preparation and conduction of five Training of Trainers Workshops for AIMA trainers in Portuguese.
Performance indicators for the evaluation of results
The consultant / team of consultants will, in close coordination with the IOM Project Team, engage in the following activities:
1. Assist in meetings with AIMA Academy and the thematic specialists for each topic. For this activity, IOM team will coordinate on a regular basis with AIMA Academy and the identified specialists to select the key topics to be developed, share thematic knowledge and current challenges regarding the staff’s work and training. The goal of this activity is to inform the development of the methodology and content of each topic of the toolkits, ensuring that these are relevant and aligned with the training needs and capacity of the trainers.
2. Draft and develop Training Toolkits. The consultants, under the supervision of the IOM team, and in coordination with the AIMA Academy and AIMA thematic specialists, shall develop five Training Toolkits on key topics selected. These will be informed by a “Training Needs Assessment report” and “AIMA unified staff Training Plan”. Each toolkit will include a detailed overview of the topic, training materials, good practices, and practical suggestions to ensure quality and efficient training, providing practical tools to support trainers in delivering training on the selected topics.
3. Support the Establishment of a Pool of Trainers (PoT) with AIMA Academy. Under AIMA Academy leadership, a selected group of AIMA staff (total number TBD) will be identified and selected to integrate the Pool of Trainers (PoT), with the aim of delivering training to their peers on selected topics. AIMA Academy, with the support of IOM will determine the criteria for selecting trainers, ensuring a diverse and competent pool. Based on the assessment results, expertise, experience and training aptitude of the selected trainers, the PoT will be established. The members of the PoT – selected by AIMA Academy – will then receive the training led by IOM and their future training roles and responsibilities will be outlined. This Pool will allow for and will serve as the base for the creation of consistent and quality training across AIMA, as AIMA Academy will use this Pool to select trainers for the training it will organize in the future. The members of the Pool will have the chance to prepare the future training sessions they will provide alongside their peers, thus promoting partnership and engagement.
4. Support and facilitate a pre workshop assessment. A pre-workshop assessment will be conducted by IOM and the AIMA Academy to analyse the capacity of the trainers and their training needs. This will allow the Project team to have properly tailored workshops.
5. Develop and deliver a series of Training of Trainers Workshops. The consultant / team of consultants shall prepare and conduct, in coordination with the IOM Project Team, a minimum of five workshops aimed at training the previously selected group of trainers from the PoT, to deliver quality training to their peers. In collaboration with the AIMA specialists, and the consultant/team of consultants, IOM team will design the workshops’ curriculum, covering the essential training skills, methodologies, and best practices. The workshops will be led by IOM, in collaboration with identified consultants/team of consultants and AIMA specialists, providing interactive and practical sessions, based on the Training Toolkits content. With this activity, it is expected that AIMA will have a group of trainers with enhanced capacity to deliver quality and effective training.
6. Support and facilitate a post workshop assessment. A post workshop assessment will also be conducted to evaluate the effectiveness of the training and collect feedback for future improvements and guidance for new training of trainers that AIMA will develop autonomously.
7. If required, perform other duties directly related to the project activities listed above, such as assisting the IOM Project Team in other meetings or workshops (e.g., prepare presentations to share findings in Portuguese and/or English).
This consultancy shall privilege inclusive desk-research, data collection and analysis and consultation methods, e.g., interviews, stock-tacking meetings, with relevant AIMA Academy and AIMA staff to identify needs and mapping of best internal and external practices for training. The outputs and activities pertained to this consultancy shall privilege digital friendly-user formats ensuring accessibility and ease of engagement for all participants.
The consultant / team of consultants shall engage in active and regular communication with the IOM Project Team, providing updates with progress on a weekly basis. At times, and when requested, participate in online meetings in Portuguese and/or English
