The political impetus on Disaster risk reduction strategies, put through Target E of the Sendai Framework, resulted in 131 countries reporting the development of such strategies in 2024. In a parallel and complementary process, Parties are preparing national adaptation plans (NAPs) and nationally determined contributions (NDCs) to articulate action to stem climate change effects and impacts and mainstream adaptation in all relevant strategies and plans in fulfilment of the Paris Agreement and the Global Goal on Adaptation. Furthermore, enhancing knowledge and understanding of comprehensive risk management (CRM) approaches is a specific function of the Warsaw International Mechanism for loss and damage associated with climate change. The Paris Agreement further identifies comprehensive risk assessment and management among the areas of cooperation and facilitation with respect to understanding, action and support for loss and damage. The achievement of such ambitious targets is subject to promoting, pursuing and strengthening coherent and integrated approaches to climate action and resilience building, thus breaking the silos across related institutions and complementary actions. This is what CRM approach seeks to achieve; it underscores risk as the common denominator of strategies to act across timescales. The CRM global report will trace the journey of such approaches, as pioneered in the Pacific, and more recently in different countries at varied levels. Good practices and lessons will be outlined, using case studies, thus offering a basis for future efforts in this area.

Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, with offices in Bonn, Germany, New York and Addis Abeba and regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The position is home-based and consultant will be under supervision of (Associate Program Officer) on UNDRR Office in Bonn, Germany. The consultant will contribute to specific sections of a report on comprehensive risk management (CRM) approaches at the global level with a detailed coherence analysis of relevant policy frameworks across countries that have both a NAP and DRR strategy. Key responsibilities of the consultant include: - Conduct a literature review on coherence between the DRR and CCA for selected countries. - Perform a desk review of national DRR and climate change (adaptation) documents for selected countries - Analyze the linkages between DRR and CCA national policy and planning documents using an adapted analytical framework - Provide actionable recommendations and guidance based on research findings to promote and apply coherent and integrated approaches to climate action and resilience building.
Qualifications/special skills
Advanced degree in a relevant field such as environmental science, climate change, disaster risk management, or a related discipline is required. A first-level university degree in combination with a minimum of 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 2 years of professional experience with climate change, disaster risk management, and resilience-building, evidenced by a track record of successful projects, publications, or initiatives in these fields is required. Experience in conducting comprehensive literature reviews, qualitative and quantitative data analysis, and synthesizing findings into actionable recommendations for policy and practice is required Experience in stakeholder engagement and consultation, including conducting interviews, surveys, and facilitating workshops or focus group discussions with diverse stakeholders at global, regional, and national levels is desirable Experience in working with global climate change and disaster risk reduction frameworks, such as the Sendai Framework for Disaster Risk Reduction, the United Nations Framework Convention on Climate Change, and the Paris Agreement is desirable
Languages
For this consultancy, fluency in English is required. Knowledge of other languages, especially Spanish, French and/or Arabic is desirable as this will expand opportunities to identify good practices, analyze documentation and consult stakeholders from different backgrounds.
