Read more about IOM's workplace culture at IOM workplace culture | International Organization for Migration [https://www.iom.int/iom-workplace-culture]   Project Context and Scope In the Lac Province, conflict with violent extremist organization (VEOs) factions such as Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS) and Islamic State West Africa Province (ISWAP) (hereinafter collectively referred to as BH/ISWAP) has created a deepening social, political, security and humanitarian crisis. In response to requests from Chadian Government, the International Organization for Migration (IOM) is supporting activities aiming to support and accompany their efforts for promoting sustainable exit pathways for ‘low-risk’ former associates of BH/ISWAP, reducing recruitment into VEOs, ensuring sustainable reintegration, and promoting broad reconciliation for sustained reintegration and low recidivism.  Key progress in the Government of Chad’s efforts to support exits from VEOs include the development and political validation of the National Strategy for the Disassociation, Disengagement, Reintegration and Reconciliation (DDRR) in April 2024, as well as its accompanying Action Plan in August 2025.  Since February 2025, Chad has benefited from the establishment of a UN Inter-Agency Working Group (IAWG) on DDRR, co-led by IOM and the Resident Coordinator’s Office (RCO). Meeting on a regular basis, the key objectives of this group are to promote common analysis, information sharing and joint programmes in support of DDRR, as well as to provide a platform for coordinating joint advocacy messages to the Government. As agreed by the IAWG, one key deliverable is a common Human Rights Due Diligence (HRDD) assessment, that will be able to make a holistic review of the DDRR process is it is currently in Lac province.    Under the overall supervision of the IOM Chief of Mission, the direct supervision of the IOM DDR/PVE Advisor, and in close coordination with key UN partners such as the RCO, the Office for the High Commissioner for Human Rights (OHCHR), and the UN Office for Drugs and Crime (UNODC), the successful candidate will be responsible for delivering a comprehensive HRDD regarding UN support to DDRR in Chad’s Lac Province. 
Responsibilities
The consultant will be responsible for delivering a comprehensive Human Rights Due Diligence (HRDD) assessment regarding UN support to Disassociation, Disengagement, Reintegration, and Reconciliation (DDRR) activities in Chad’s Lac Province. This involves working under the supervision of the IOM Chief of Mission and coordinating closely with key UN partners like the RCO, OHCHR, and UNODC.
