ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive): Under the overall supervision of the WFP Somalia Head of Logistics and the direct supervision of the Deputy Head of Logistics, the incumbent will primarily be responsible for the following task and duties: Operations Planning and Execution Lead operations execution on behalf of the CO Logistics Unit providing direct support to Area Offices and other technical teams to ensure the successful delivery of supplies. Manage supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost-effectiveness. Participate in the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability and quality. Plan, monitor and manage resources to maximize the effectiveness of supply chain operations including monitoring intermodal transport operations and storage capacity. In close collaboration with the contracting team, manage service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest. Closely engage with WFP contractors to ensure the efficient utilization of resources and ensure the timely delivery of supplies. Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment. Contribute to the downstream logistics planning to ensure timely delivery of commodities which includes the planning for inbound and outbound movement and the timely utilization based on expiration dates of grants and supplies. Connect downstream pipeline planning with upstream and last mile operations to ensure a systemic overview of stocks and consumption. Contribute with operational risk management, ensuring potential challenges to the operations (including stocks, transport and regulatory requirements) are identified and considered for decision-making. Contribute with in-depth market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve performance in WFP Logistics and Cluster Operations. Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance. Transport Operations, Access and Liaison Provide support to the logistics air operations team and provide co-leadership whenever air activities increase in scope and/or complexity. Support BSP and Logistics Cluster whenever required. Oversee transport allocations plans based on the most effective cost combination, sharing the plan with the concerned units and individuals on a timely basis. Provide technical guidance to relevant internal and external stakeholders regarding cargo transport requirements such as dangerous good regulation and health logistics requirements to ensure a safe and effective operation. Contribute to access analysis and mapping efforts to enable WFP to increase and maintain access to relevant air destinations. Support the Logistics Unit to undertake contextual analysis and assess access related risks to alert and anticipate their implications on logistics operations and propose mitigation measures as well as opportunities to adjust the Logistics Concept of Operations. Document good practices and learning to ensure they are systematically disseminated. Ensure that Logistics Unit and relevant stakeholders are aware of any new opportunities or development that may affect operations to increase preparedness and resilience in WFP supply chains. Ensure that WFP is actively participating in relevant inter-agency discussions concerning access. Perform any other relevant duties as required. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: University degree in transport, economics or engineering. Experience: At least 5 years of related experience working in humanitarian operations, military or private sector; Knowledge of logistics practices, previous UN experience. Knowledge & Skills: Familiar with good supply chain practices, the candidate should: Develop and maintain partnerships with colleagues internally and with other organizations in the area to ensure smooth collaboration. Develop creative approaches to problem resolution and ensure timely delivery of assigned outputs. Provide sound analytical inputs and contributes to improving institutional capacity to address problems/issues on air transport. Demonstrate ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision; Possess strong writing skills and the ability to draft clear and concise reports.
