JOB TITLE: Asset Disposal Officer TYPE OF CONTRACT: Junior Consultancy MSDB Rome based with extensive travel to field locations, up to 50% of time. 11 months UNIT/DIVISION: DUTY STATION (City, Country): DURATION: BACKGROUND AND PURPOSE OF THE ASSIGNMENT: ABOUT WFP The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. ORGANIZATIONAL CONTEXT The Asset Management Unit (AMU) is part of the Shared Services & Business Development Branch (MSDB) of WFP. The AMU is responsible for providing all WFP offices with the necessary policies, guidance, tools, to manage assets globally. Asset (including light and heavy vehicles, generators and pre-fabs but also ITC equipment, etc.) are essential to deliver our mandate to serve our beneficiaries. AMU is taking great strides on its new approach to responsible asset management through improved tracking, accounting, policy and guidance. The Global Asset Service (GAS) team, part of the AMU has also been created in 2017 and is aimed at supporting WFP Country Offices with actual disposal of assets they have in excess or that are obsolete through public auctions. Since its inception, the GAS team managed to dispose assets and generate cashable savings of circa 53$M, which were reinvested in our operations. Considering the huge number of old and surplus assets with Country Offices, which occupies significant space in WFP warehouses and requires unnecessary efforts to manage them, it is crucial to arrange facilitated auctions. Since 2025, GAS is also providing a new Global Shared Service called “UN System Online Auctions” that reimagines asset disposal within the UN system. As a UNSDG-endorsed Global Shared Service, it exemplifies UN 80 objectives and commitment to scale up innovations that deliver results for a more efficient and agile UN, integrated and equipped to respond to today’s complex global challenges.Supporting the UN 2.0 vision of modernizing the UN system, the UN System Online Auction solution enables UN entities to manage assets responsibly, while maximizing the value and longevity of donor contributions. In essence, it helps extend the useful life of equipment, reduce waste, and generate additional funds to be reinvested back into operations. Another but equally important objectives for the GAS team is also to systematically integrate environmental considerations into our processes and work to help achieve the Sustainable Development Goals and end hunger. This position is based in Rome and it is expected to travel up to 50% of the time to field locations. The incumbent will be under the supervision of the Head of Global Asset Service Team and ultimately to the Head of Asset Management Unit within MSDI in Rome. ACCOUNTABILITIES/RESPONSIBILITIES: The assignment relates to the disposal of Assets, including Light Vehicles, in WFPs Country Offices through a sale by auction process. The incumbent will be expected to provide day-to-day support and assistance to the head of GAS and, when requested, provide support with the disposal of unused and obsolete assets in the Country Offices, where and when required, as well as work in close collaboration with AMU in HQ, WFP Country Offices and Regional Bureaus, and other participating, inter-agency auction managers. In particular, he/she will be responsible for the following: • Contribute by providing input to the overall WFP auction planning exercise; • With coaching and tutoring from other GAS team members, support with the organization, conduction, and documentation of all auction types (live - open outcry or online - or sealed bid) assigned as per plan. The following sub-activities will be considered o Identify the saleable assets present at t h e Regional and Country Office level and ensure completion of all actions to prepare for the auction as per the auction checklist o Assist in setting and confirming reserve prices with the CO and UNHCR (if applicable). Ensure that lots are properly defined and valued; o Seek specific information regarding the host Country’s laws and regulations regarding the disposal of assets, including any environmental issues; o Be present during the auctions to ensure that the auction is carried out correctly by the designated auctioneer and that WFP’s best interests are guaranteed: o Preparing the auction results report and following up that all monies are collected and items not sold recovered; o Ensure that asset management processes, including the Property Survey Board approval process as well as the correct recording of events in WFP corporate systems, are timely and properly executed; • Support delivery of high-quality, compliant and efficient Online Auction services to other UN agencies using the UN System Online Auctions solution. Clear and customer-oriented communication, consistent technical and operational support during specified phases of the collaboration with the Partner Agency. • Regularly update/report to the head of the GAS team; • Provide monthly reports of activities, including numbers and acquisition value of assets disposed of, along with revenue calculations; • When supporting the CO with the disposal activities, further build capacity at the CO level. Proactively promote, support and contribute to the mainstreaming of other initiatives led by • Support asset-related activities in WFP’s field operations to help ensure asset auctions are completed effectively, maximizing revenue for WFP. Assist in exploring and implementing new methods for generating revenue. • Assist in the evaluation of service providers and provide advice to WFP operations on asset disposals. This position requires extensive travel to numerous WFP field locations – for up to 3 weeks at a time. DELIVERABLES AT THE END OF THE CONTRACT: • Auctions management: o Necessary admin documents produced and approved by relevant bodies (e.g. missions TOR approved by CD); o Auction reports (1 per auction) detailing Gross Revenues, UNHCR and Auctioneer Fees, FC and GAS Fees by lots and by categories properly documenting auction results for the CO/RB; o Corporate systems updated (GEMS and FMS) after each auction; o Follow up on the execution of financial transactions by relevant stakeholders (UNHCR, Auctioneer, Fleet Center, and GAS Service). QUALIFICATIONS & EXPERIENCE REQUIRED: Education: § Bachelor's University degree in Business Management, Finance or similar, or additional years of work experience in lieu of the university degree § Member of a Chartered Institute of Auctioneers/Surveyors or similar would be a plus Experience: § Work experience in Business Management, Accounting or similar § Prior experience in conducting auctions or working for an auctioneer would be desirable § Direct experience with WFP is desirable (within Supply Chain, Admin or related) Required knowledge & Skills: § Analytical skills and understanding of asset and fleet management; § Strong interpersonal skills; § Proven experience with effective cross-cultural communication. § Vendor relationship management skills; § Proven networking and coordination skills § Proven ability to work effectively both independently and in a remote team-based environment. § Extensive proficiency Microsoft Office 365 (Excel / Word / Outlook / TEAMS / SharePoint) Desired knowledge & skills § Knowledge of WFP Corporate tools, WINGS/SAP (FI and Pl/M modules) and Fleet Management System. § Knowledge of accounting and budgeting; Other requirements § Ability to travel up to 50% of the time; § Organizational and planning skills - ability to organize work, respect deadlines and report results; risks and problems are identified, and mitigation efforts are put in place to ensure overall delivery of all deliverables § Ability to organize own work and seek clarification when required § Demonstrated willingness to be flexible and adaptable to changing priorities § Self–motivated, extremely reliable; proven ability to make sound judgment calls § Proven ability to champion and promote best practice processes and procedures § Flexible on availability to suit the needs of complex WFP operations; the flexibility to travel as required Languages: § Spoken and written English is essential. § Other UN language is an asset WFP LEADERSHIP FRAMEWORK WFP Leadership Framework guides to the common standards of behavior that guide HOW we work together to accomplish our mission.
