Pakistan faces long-standing and complex challenges related to irregular migration, Trafficking in Persons (TIP), and Smuggling of Migrants (SOM). These issues are driven by a multitude of interrelated factors, including socio-economic disparity, limited livelihood opportunities, porous borders, natural disasters, and increasing unemployment, particularly among youth in migration-prone areas such as Punjab. As a result, Pakistan continues to serve as both a source and transit country, with significant irregular outflows to the Gulf, Europe, and other regional destinations via high-risk migration routes. In response, the Government of Pakistan (GoP) has undertaken significant efforts to address these challenges. Notably, in 2018, dedicated laws on TIP and SOM were enacted, followed by the launch of the National Action Plan (NAP) 2021–2025, which provides a strategic framework anchored on five core pillars: Prevent, Protect, Pursue, Prosecute and Partnership. The project activities include two TIP Coordination Committee workshops and six service delivery sector trainings to strengthen institutional coordination and enhance survivor-centered responses aligned with national frameworks and IOM standards. Objectives 2. To design and deliver two TIP Coordination Committee workshops to strengthen coordination, oversight, and referral mechanisms under the TIP and SOM framework. 3. To design and deliver six service delivery sector trainings on: * Child Protection (two trainings) covering but not limited to: * Definition and indicators of child trafficking and child victims of smuggling * Developmental, psychological, and social considerations for children * Best Interest Assessment (BIA) * Child-friendly interviewing techniques * Trauma responses in children * Child safeguarding and risk mitigation * National CP referral pathways and coordination * Documentation and ethical case handling for minors * Victim interviewing techniques and Return Counseling based on IOM's Return Counseling Toolkit (two trainings) * Trauma-informed interviewing (stages, techniques, do/no-harm * Creating a safe and private interviewing environment * Active listening, empathy, and trust-building * Managing emotional distress and crisis response * Voluntary, informed decision-making principles * Step-by-step guidance from IOM's Return Counseling Toolkit * Risk assessment and safety planning * Interview documentation standards * Ethical challenges and case simulations * Case Management Approaches based on IOM's Case Management Guidelines (two trainings) * Case management cycle (intake → assessment → planning → implementation → follow-up → closure) * Survivor-centered, gender-responsive, and child-sensitive approaches * Confidentiality, data protection, and secure record-keeping * Identifying and prioritizing needs * Coordination with service providers * Referral pathways and interagency linkages * Follow-up mechanisms and sustainability * Case documentation and reporting * Practical case simulations using real-world scenarios * To enhance institutional capacities to apply survivor-centered, gender-responsive, and child-sensitive approaches in TIP and SOM response. Scope of Work 1. TIP Coordination Committee Workshops (2 Workshops – 2 Days Each) The consultant will: * Design and deliver two 2-day workshops for TIP Coordination Committees. * Strengthen understanding of: * Roles and responsibilities of committee members * Referral pathways and SOP implementation * Inter-agency coordination mechanisms * Case tracking and follow-up procedures * Facilitate structured discussions to identify coordination gaps and propose practical solutions. * Align discussions with the National Action Plan (2021–2025) and existing legal frameworks. 2. Service Delivery Sector Trainings (6 Trainings – 2 Days Each) The consultant will design and deliver six 2-day trainings, structured as follows: * Child Protection (two trainings – 2 days each) * Victim interviewing techniques and Return Counselling based on IOM's Return Counseling Toolkit (two trainings – 2 days each) * Case Management Approaches based on IOM's Case Management Guidelines (two trainings – 2 days each) Each training will include: * Survivor-centered approaches * Do No Harm principles * Gender-responsive and child-safeguarding standards * Practical application exercises * Case-based simulations The consultant shall use IOM’s official toolkits and guidelines as referenced in the project document.   Organizational Department / Unit to which the Consultant is contributing   The consultant will be contributing to the project – “PX-0629 - Strengthening response to combat trafficking in persons and smuggling of migrants in Pakistan”. The project is managed by Migration Management Department of United Nations – Internation Organization for Migration Pakistan. 
Responsibilities
The consultant will design and deliver two 2-day workshops for TIP Coordination Committees focusing on roles, referral pathways, and coordination gaps, aligning with the National Action Plan. Additionally, the role involves designing and delivering six 2-day sector-specific trainings covering Child Protection, Victim Interviewing/Return Counseling, and Case Management Approaches based on IOM guidelines.
