Duties and Responsibilities
The United Nations Office on Drugs and Crime (UNODC) is leading the development of a United Nations system common approach to prevent and address transnational organized crime through a time-bound Task Team on transnational organized crime established under the framework of the High-level Committee on Programmes (HLCP). The process will further be informed by a complementary workstream involving a series of dialogues led by UNODC regional offices which will serve to capture field-based insights on local, national and regional manifestations of transnational organized crime and their impacts, as well as on Member State capacities, responses, challenges and policy needs. UNODC will also convene a balanced (in terms of geography, gender and expertise) group of experts to provide input to the work of the task team. The consultant will work under the supervision of the Strategy Adviser to the Executive Director, and in close coordination with the Chief, Advocacy Section, Division of Policy Analysis and Public Affairs (DPA) and support UNODC in developing and drafting some key building blocks to inform the common approach, namely a conceptual framework and typology of TOC capturing its multiple dimensions, the elaboration of which will benefit from the meetings of the expert group. The consultant further will assist with a mapping of existing workstreams on TOC and operational gaps as well as with consolidating inputs from the field dialogues. Finally, the consultant will produce an initial outline and first draft of the common approach. Specific tasks and responsibilities will include: • Undertake desk research and review • Prepare meeting summaries of attended expert group meetings • Produce the first draft of the conceptual framework • Contribute to the development of a survey to map UN system responses to TOC • Produce an outline for the common approach document • Produce the first draft of the common approach • Review field dialogue reports submitted by UNODC regional offices, revising and editing for consistency and language • Address comments from UNODC internal review and external review and finalize drafts with UNODC • Undertake regular consultations with UNODC.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in social sciences, criminology, economy, policy analysis or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 7 years of international work experience on issues related to drugs, crime and policy is required. Experience in producing written analytical outputs according to UN standards is required. Demonstrated analytical, research, writing and communication skills are required. Excellent planning and organizational skills are required. Experience in drafting policy papers addressing drug and crime topics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of French and Spanish is an advantage.
