Description:

The Contracts Analyst is responsible for developing and delivering analytical support to assist in the management of the Trust’s contracts with Clinical Commissioning Groups, NHS England, Local Authority Commissioners and Prime Contractors. The post-holder will bring analytical expertise to the management of the Trust’s contracting process and build relationships with both Commissioners and their Agents and be key to understanding and articulating changes to the National Tariff Payment System rules and provide advice on matters of tariff to the Trust’s Divisional Managers, Project Management Office and other internal stakeholders.
The post-holder will attend and contribute to the Trust’s internal Activity Recording Panel meeting, provide support to Divisional Managers with preparation and completion of ARP forms for discussion in the meeting and collate the evidence required to demonstrate compliance with Best Practice Tariff criteria, working with the respective service to improve compliance.
As part of Continuing Professional development the post-holder will also be expected to take an active interest in the development of his/her skills, experience and career.
Contract Management
Develop and deliver analytical support to the Contracts team to assist in the management of the Trust’s contract portfolio. To include CCG, NHS England, Prime Contracts and Local Authority contracts for services.
Manage the monthly challenge process to coordinate the Trust’s response to income challenges within the national timeframe. This would involve liaising with the Data Quality team, Information and Operational teams to resolve monthly income challenges.
Coordinate clinical audits as requested by Commissioners. Liaising with Commissioners and internal stakeholders to ensure that the audit is properly managed and outputs are documented.
Provide advice to internal stakeholders on the application of contractual terms and processes.
Provide analytical support to the Contracts team regarding the investigation of and response to Activity Query Notices and Contract Performance Notices.
Maintain awareness of changes to national and local commissioning policy; provide robust advice to Divisional Managers to improve compliance with commissioning policy (e.g. treatment access policy and EBI).
Provide support to the Contracts team concerning the review of service developments, CIP/QIPP initiatives and tender opportunities.

External Communication
Manage the day-to-day relationships and communication with a range of commissioners and providers, ensure that all contractual issues are raised and resolved promptly and effectively.
Coordinate the Trust response to monthly challenges; ensure the Trust response is communicated within the national timetable.
Internal Communication
Provide expert advice to internal stakeholders on the National Tariff Payment System rules and the National contract terms and conditions.
Manage and coordinate communication with Trust Divisions in relation to requests for information on Trust services. To prioritise information requests and ensure that responses are set to an appropriate timescale.
Provide support to Divisions on the completion of ARP forms, attend the ARP meeting and provide feedback to from the meeting to Operational colleagues.
Work with Divisional managers to collate evidence to demonstrate compliance against Best Practice Tariff criteria and where required, advise colleagues on the process required to improve compliance to maximise income for the Trust.
Ensure Divisional Managers are implementing the Trust’s contracting strategy and are kept up to date with the Trust’s contracting and funding processes.
Communicate changes in commissioning policy to Divisional Manager to improve compliance and reduce the risk of a loss in income.
Policy Development and Interpretation
Interpret National Guidance and provide advice to stakeholders as required in order that Trust income is maximised.
Interpret the Trust’s contracting strategy and provide advice to stakeholders.
Keep abreast of National Service Frameworks and identify any associated risk/gain to the Trust’s income.
Financial
Ensure the Trust’s contract income is maximised by comprehensive review of national guidance and commissioning policy.
Ensure all possible opportunities to recover income are identified and invoiced for.
Undertake specific analysis (e.g. historical trends and benchmarking of Trust’s income data) to identify potential risk to Trust income.
Management of the monthly challenges process to reduce the risk of a loss in income.
Time Management
To prioritise work and to ensure that departmental and personal objectives are met.
Training and Development
Participate in own regular performance appraisal meetings and ensure you have a clear set of objectives and development plans.
Ensure you are compliant with all statutory, mandatory training together with any professional training requirements, ensuring they are up to date.
Manage own absences including sickness in line with Trust policy ensuring the appropriate return to work meetings occur, e-roster is updated and productivity is at keep to the highest possible level.
