TENDER MANAGEMENT (PRE-CONTRACT)

Review tender documents, conditions of contract, and design drawings to identify commercial risks and opportunities.
Evaluate and approve tender reports, including pricing analysis and bid strategies.
Present costings and commercial recommendations to internal stakeholders and senior management.
Attend tender interviews and respond to client queries during the bidding process.
Provide contract management, bid management and post contract management support.
Manage the sales, bid support team and senior management representatives to meet the customers Request for Proposal (RFP) requirements correctly.
Analyze and advise on the solution, delivery, 3rd party, legal and finance risks associated with the bid accurately.
Review end to end tender proposal submissions, customer and 3rd party agreements for signing.
Evaluate suppliers/subcontractors based on historical performance, product/service quality, delivery timelines, cost-effectiveness, and compliance.
Provide recommendations on vendor approval, continued use, or disqualification based on data-driven insights.
Ensure that all engaged suppliers and subcontractors meet project standards and requirements.
Support procurement and project teams in selecting appropriate vendors for upcoming work.

REQUIREMENTS

Degree in Quantity Surveying, Construction Management, or a related field.
Minimum of 15 years’ experience in civil engineering or infrastructure projects, with a strong track record in both pre- and post-contract roles.
Proven leadership experience within a main contractor environment, ideally in Singapore.
Strong knowledge of construction contracts, cost estimation, and tender submission processes.
Deep understanding of local standard forms of contract such as PSSCOC, etc.
Strong commercial judgment, negotiation skills, and stakeholder management capabilities.
Excellent interpersonal and communication skills, with the ability to engage at all levels
