OVERVIEW

JST is currently seeking a Contract Specialist IV. The Contract Specialist IV is a senior-level contracting professional responsible for managing the full spectrum of federal contracting activities, with specialized expertise in cost and price analysis. This role requires advanced knowledge of the Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Public Law 87-653, and related federal procurement policies. The Contract Specialist IV will lead proposal pricing, rate development, cost/price evaluations, and negotiation strategies while ensuring compliance with government regulations. They will serve as a trusted advisor to senior management on contract cost and price matters, develop policy recommendations, and deliver comprehensive analysis reports to support strategic decision-making.

CONTRACT SPECIALIST IV QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Finance, Accounting, Economics, or related field (Master’s degree preferred).
  • Minimum 10 years of experience in federal contracting, with at least 5 years in cost/price analysis and negotiation.
  • Demonstrated expertise with FAR, CAS, PL 87-653, and federal procurement regulations.
  • Proven track record of leading complex contract pricing and compliance efforts.
  • Experience interfacing with senior leadership and external government customers.
  • DAWIA Level III in Contracting or equivalent (preferred).
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) desirable.
Responsibilities
  • Perform the complete range of contracting activities, including:
  • Proposal pricing and rate development.
  • Negotiation planning and execution.
  • Review and evaluation of RFPs for compliance and risk.
  • Detailed contract cost and price evaluations.
  • Interpret and apply complex federal procurement regulations, including CAS and FAR, in contracting strategies and recommendations.
  • Advise executives, program managers, and contracting teams on policies, procedures, and compliance requirements.
  • Lead planning, coordination, and execution of cost/price analysis functions supporting mission objectives.
  • Develop and present detailed reports on cost/price findings, including recommendations for policy or procedural changes.
  • Recommend strategies for compliance, risk mitigation, and cost optimization.
  • Provide forward pricing rate guidance, audit support, and cost evaluation methodologies.
  • Ensure contract execution aligns with budgets, schedules, and performance goals.
  • Maintain expert-level understanding of government compliance programs, auditing standards, and procurement regulations.
