GENERAL DESCRIPTION:

Brief Job Description:
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Technician position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. This position performs (senior-level) technical administrative support and technical assistance to HHSC staff and contracted agencies requiring familiarity with laws, rules and regulations that pertain to the contracts division. May assist with monitoring reviews and/or complaint investigations by accompanying HHSC Contract Specialists to contracted agencies and/or clients’ homes. Assists Contract Specialists with preparation of material for presentation to various types of contractors. Assists unit manager in completing monthly reports, maintaining data bases and special assignments as needed. May order and maintain supplies for unit. Researches and processes contract pre-and post-monitoring activities to include verification of billings for fiscal accuracy and completeness. Produces documents utilizing software packages and prepares special routine reports as needed. Tracks and monitors assignments for analyzing and making calculations for the preparation of statistical reports. Responds to inquiries from both internal and external sources for the purpose of providing assistance to contract agency staff on eligibility, policy, documentation and billing procedures. Maintains and reviews contract file information and verifies and updates contract data included in the contract management database. Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Performs other related work as assigned.
This position handles relatively complex contract administrative support and technical assistance.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Knowledge of community care services programs, policies, rules and regulations.
Skill in managing multiple priorities and projects and meeting tight deadlines. Skill in communicating effectively both verbally and in writing. Skill in formulating written communication for various audiences. Skill in the use of a computer and applicable software.
Ability to collect, analyze, and interpret technical information; to make arithmetical computations and tabulations; to identify problems and plan corrective actions; to prepare and submit reports; to derive information from observations and interviews; to understand and follow instructions Ability to develop and maintain document tracking and filing system manually and with a computer. Ability to effectively communicate orally and in writing. Ability to provide guidance to others and to work in a team environment.

Initial Selection Criteria:
High School diploma or GED. Experience in performing data entry using Microsoft Word and Excel. Experience in interpreting policies, rules and regulations of State and/or Federal laws. Experience in proofreading and editing forms, memos, correspondence, and other documents. Experience in making decisions based upon interpretation of federal and state laws. Experience in HHSC Community Care Services preferred. Experience in contract management and monitoring preferred.
Additional Information:
This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need. Contract technician duties will require extensive travel and some overnight travel. Employees must have a valid driver license to perform duties.
