ABOUT EASTSOUND WATER

Eastsound Water Users Association (EWUA) is a nonprofit water utility located on beautiful Orcas Island in Washington State. We provide safe, reliable, and sustainable water service to our members while protecting the island’s critical water resources. EWUA is currently seeking an experienced and qualified Water Operations Manager on a contract basis to oversee and guide our operations team and ensure compliance with regulatory standards.

POSITION SUMMARY

The Contract Water Operations Manager will be responsible for the day-to-day operational oversight of EWUA’s water system, including compliance with Department of Health regulations, supervision of system operators, budgeting input, maintenance planning, and coordination with the General Manager. This is a hands-on leadership role for someone passionate about delivering high-quality water services in a small community setting.

QUALIFICATIONS

  • Valid Washington State Water Operator Certification (required Level 2, Level 3 preferred)
  • Valid Cross Connection Control Certification
  • Experience or certification in wastewater treatment
  • Minimum 10 years of experience in water system operations, including supervisory or management experience
  • Knowledge of water treatment processes, regulatory compliance, and system maintenance
  • Strong leadership, organizational, and communication skills
  • Proficiency with basic computer applications (Microsoft Office, email, SCADA preferred)
  • Ability to work independently and make informed decisions
  • Familiarity with rural or small-system operations a plus

Responsibilities
  • Provide leadership, supervision, and technical guidance to operations staff
  • Ensure compliance with Washington State Department of Health regulations and reporting requirements
  • Oversee daily operation and maintenance of the water system, including wells, treatment systems, tanks, and distribution infrastructure
  • Develop and implement standard operating procedures and preventive maintenance programs
  • Monitor water quality, respond to customer concerns, and coordinate emergency response when needed
  • Assist in budget preparation and capital improvement planning
  • Coordinate with consultants, contractors, and regulatory agencies
  • Report regularly to the General Manager and Leadership
