Description
The Contracts Administrator serves as Pac Sci EMC's point of contact for all contractual matters relating to production and development programs. Responsible for ensuring customer purchase orders comply with Pac Sci EMC's proposal terms and conditions and technical clarifications. Has the responsibility to interface, inform and negotiate contract price and terms and conditions with the customer and to manage, facilitate, and communicate with functional departments (e.g., manufacturing operations, engineering, and test). Administer assigned contracts. Thorough review of purchase orders/contracts to ensure compliance to submitted proposals and company quality and proprietary data requirements. Participate in proposals/quote efforts; provide interpretation and explanation of present and potential obligations and responsibilities imposed by contractual terms. Assist in highlighting areas of concern and risk areas contained in the Contract Flowdowns and Terms & Condition's. Prepare and submit proposal and quote responses to customers, including transmittal letters. Receive and respond to customer inquiries, coordinate with other departments. Develop / maintain support files, logs, contract files and other company documentation. Coordinate the submission of data items to customers. Generate non-hardware billings. Provide follow-up with customers to obtain payments. Perform other related duties as assigned. Leads negotiations and participates with customers involving negotiations or protection of the company's interests with the support of the Program Manager or Proposal Manager. Maintain communications and interface with customer procurement officials (buyers / contracting officers) through written and verbal means. 5-10 years related experience. Working understanding of the UCC and contract law with basic understanding and navigation of the Federal Acquisition Regulations and Export Compliance. Develops strong customer relationships. Demonstrated ability to effectively communicate in both written and verbal form. Experience with Government cost plus type contracts is a plus. Bachelor's degree in business administration or related field of study.
