CONTRACTS ANALYST

INCATech is looking for a Financial Analyst to support operations within the FAA Program Management Organization.

RELATED EXPERIENCE:

  • Bachelor of Arts/Science Degree and 10 years’ relevant experience.
  • Experience analyzing government contracts and expertise in quantitative analysis.
  • Budget execution and formulation experience.
  • Experience performing invoice review of multiple contract cost types.
  • Experience recommending lines of accounting for invoice payment and ensuring funds are available for payment.
  • Experience coordinating a comment resolution matrix explaining short-pays or rejections to contractor.
  • Experience leveraging SharePoint environments.
  • Proficient in documenting and tracking all contract value, funding and billings on contract to ensure funds are available.
  • Experience validating contractor financial CDRLs.
  • Understanding of Appropriation Law and expertise with single year and multiple year funding tracking and execution
  • Strong business acumen and excellent communication skills (oral and written)
  • Superior customer service, critical thinking, and communications skills.
  • Excellent verbal and written communication skills are essential.
  • Individual must be a self-starter, high energy, and able to lead a complex long-term initiative.
  • Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
  • Substantial financial analysis experience to include: funding and invoice analysis

Responsibilities
  • Works as part of the program management team whose core responsibility is to, analyze, and report on data collected.
  • Perform invoice analysis to ensure that contractors are invoicing in accordance with their internal pricing procedures and most recently approved billing rates.
  • Support bi-weekly meetings with the contractor counterpart to review invoicing status.
  • Provide invoice pre-dispute support.
  • Maintain all invoice documents on KSN.
  • Support proposal reviews by validating direct and indirect rates.
  • Perform contract funding analysis and reconciliation.
  • Provide weekly status updates for PO/CO meetings.
