We are seeking a temporary Contracts Engineer to work in the Project Management Centre of Expertise Department. Reporting to
the Contracts Engineer in the Contracts & Claims Mgmt Section, Project Management CoE Department, the Contracts Engineer will
be responsible for supporting the Project Management Division with procurement, contract development, and contract disputes. The
Contracts Engineer will provide expertise for standards and procedures for the procurement cycle. This is an 18 -month term
position with full-time hours.

QUALIFICATIONS:

  • Graduate in Engineering from a university of recognized standing and a minimum of six years of related experience, including
    three years of directly related experience in contract development and management.
    Professional member in good standing with Engineers Geoscientists Manitoba, or willingness and ability to attain within a

specified amount of time.

  • Additional training in project management practices would be considered an asset.
  • Must obtain and maintain a current Personal Risk Assessment and a “Clear” security rating in accordance with Manitoba

Hydro policy P513.

Responsibilities
  • Support project managers with tender development and utilization of existing procurement agreements.
  • Lead the development of outline, service, and framework agreements as required for divisional and enterprise needs.
  • Responsible for the development of tender documents and contracts in collaboration with SCM to support key PM Division

initiatives.

  • Consult and collaborate with Supply Chain Management (SCM) on a project-specific basis to find procurement solutions in a

timely manner.

  • Act as a strategic advisor to the PM Division for the various phases of the procurement cycle and provide commercial contract

management support to project managers. This may include procurement strategies, procurement documents, tender

evaluation, award recommendation, and contract change management.

  • Support the development and execution of procurement/contract management strategies for large-scale and strategically

important capital projects.

  • Drive continuous improvement in the areas of procurement and contract management by identifying opportunities for

improvement and developing and executing solutions. Lead and/or support roll-out of new procurement and contract

management standards and procedures.

  • Lead and support PMs with contract negotiations on an as-required basis.
  • Support the Commercial Engineer in reviewing claims and commercial disputes within the Project Management Division.

Assist project managers in developing documentation of Manitoba Hydro’s position regarding disputes.
