Zachary Piper Solutions is seeking a Contracts Specialist to join a Federal Program in Colorado Springs, CO. The Contracts Specialist will support the US Space Force (USSF) in developing and deploying warfighter capabilities within the Program Executive Office’s Battle Management Command, Control, Communications, and Intelligence portfolio.

QUALIFICATIONS FOR THE CONTRACTS SPECIALIST INCLUDE:

  • Bachelor’s degree in a related discipline, Master’s degree preferred
  • 10+ years of experience in contracting regulations and procurement procedures, Department of Defense Major Capability Acquisition System process, and Joint Capabilities Integration and Development System process
  • Deep knowledge of FAR/DFARS, DoD acquisition systems, JCIDS, and PPBE
  • Experience with OTA and CSO acquisition methods
  • Familiarity with software procurement and commercial acquisition practices
  • Must have an active Top Secret security clearance with SCI eligibility.

PREFERRED QUALIFICATIONS FOR THE CONTRACTS SPECIALIST:

  • Professional certification such as PMI PMP or equivalent
  • Credentials under DAWIA, APDP, or NACM as a certified contracting professional
  • Prior experience serving as a Warranted Contracting Officer
  • Demonstrated experience acting as an Agreements Officer for Other Transaction Authority (OTA) acquisitions
  • Familiarity with the National Security Space domain and mission requirements
  • Background in development environments or U.S. Government weapons system program offices
Responsibilities
  • Deliver strategic guidance to the Program Manager and Senior Space Force Leadership on acquisition planning, contracting approaches, budgeting, and execution, including drafting key documentation (e.g., ESIS, ASD, J&A, Source Selection Strategy).
  • Support technical teams in developing statements of work and data deliverable requirements for a range of pre-award and post-award contracting actions (e.g., SOWs, CDRLs, Incentive Plans).
  • Contribute to contract negotiations, assess price reasonableness, and assist with contract administration and termination processes.
  • Aid the contracting office in preparing contract modifications and related documentation for actions such as funding adjustments, award fees, performance period extensions, and administrative updates.
  • Create and coordinate comprehensive program planning and execution documents in alignment with DoDI 5000.02 and applicable DoD, Air Force, and Space Systems Command policies.
  • Draft technical evaluations and serve as a subject matter advisor during source selection activities.
  • Conduct technical and programmatic reviews of contractor designs and milestone deliverables to evaluate progress, identify risks, and ensure alignment with mission objectives.
  • Monitor contractor performance to ensure adherence to contract terms and timely delivery of required documentation and deliverables.
