REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Accounting, Finance or related field from an accredited college or university.
  • A minimum of five years of progressively responsible finance and leadership experience, preferably in a higher education environment.

SKILLS, PROFICIENCIES, AND/OR KNOWLEDGE:

  • Ability to work in a positive and effective fashion with all unit leaders and other appropriate internal and external stakeholders.
  • Ability to perform complex accounting and fiscal calculations to include forecasting.
  • Must demonstrate excellent oral and written communication skills.
  • Must possess excellent interpersonal skills, with the ability to effectively recognize and resolve conflict.
  • An understanding of the character and mission of land grant colleges and universities.
  • Ability to work with other department constituents to identify and satisfy fiscal needs.
  • Ability to perform data analysis and identify statistical trends.

PREFERRED QUALIFICATIONS

  • Master’s degree in Accounting, Finance or related field from an accredited college or university.
  • Strong working knowledge of State Regents’ and institutional policies related to admission, retention, financial aid, records, and degree completion preferred.

ESSENTIAL JOB FUNCTIONS:

  • Oversees all accounting operations including general ledger, procurement, Bursar, fixed assets, inventory, asset disposition, and budgeting.
  • Ensures timely and accurate reporting of financial information across campus and in collaboration with the OSU system in Stillwater.
  • Coordinate requests with Stillwater campus to provide information requested for annual audit.
  • Oversees the development and implementation of financial policies and procedures.
  • Provides efficient and effective processes to meet fiscal challenges and methods for funding strategic initiatives.
  • Develop, facilitate implementation, and monitor fiscal service processes that produce value-added outcomes.
  • Develop and implement internal controls to safeguard University assets and ensure compliance with federal, state, and institutional policies.
  • Monitor cash flow, banking activities, and investment activities.
  • Supervise and mentor staff, fostering professional development and a culture of continuous improvement.
  • Ensure commitment and collaboration of accounting/finance staff in achieving the university’s mission, vision and strategic initiatives.
  • Participates in preparation of the annual operating budget, including capital allocations.
  • Collaborate with leadership responsible for budgets to support financial planning and analysis.
  • Through direct and indirect efforts, gathers, analyzes and implements changes relative to campus operations and needs.
  • Oversee and evaluate the fiscal and accounting functions of each department.
  • Stay current on university, state and federal policies, procedures, regulations related to fiscal services and provide guidance to administrative units.
  • Ensure the university adheres to financial policies and practices.
  • Prepare and submit required financial reports to government agencies and accrediting bodies.
  • Develop and implement cost saving and efficiency measures.
  • Support grant accounting and compliance with federal and state funding requirements.
  • Maintain current knowledge of higher education financial regulations and best practices.
  • Collaborate with auxiliary leadership to manage auxiliary budgets; assess facility adequacy and manage deferred maintenance planning/oversight.
  • Demonstrate a leadership approach that results in all Bursar, purchasing, budget, and accounting staff employing a high level of student, faculty, and staff service.
  • Completes all mandatory training and participates in a minimum of two professional development opportunities each year.
  • Performs other duties as assigned.
