Company Description The Company is a major player in the energy and offshore construction sector, delivering large-scale industrial and marine projects while maintaining the highest standards in Health, Safety and Environment (HSE) performance. As part of a long-term offshore project entering an intensive construction and operations phase, the Company is strengthening its HSE organisation and is seeking an experienced Construction HSE Advisor based in Ouistreham, France. Job Description Reporting to the Project HSE Manager, the Construction HSE Advisor acts as the HSE focal point for all EODC construction-related activities, while also providing HSE support and back-up for Operations & Maintenance (O&M) activities. This is a full-time position, based at the Construction / O&M facilities in Ouistreham, with regular onshore and offshore presence. The assignment is expected to start with a handover period in early / mid-February, with full responsibility taken from early March, running until December 2027. Key Responsibilities HSE Leadership & Support Act as HSE lead for port, offshore and onshore construction activities, OSS and O&M base operations. Provide HSE support and back-up to the existing O&M HSE Manager. Deliver HSE advice and guidance to Construction, BOP, Commissioning and O&M teams. HSE Management System & Procedures Contribute to the development, implementation and maintenance of the Project HSE Management System. Develop and update HSE procedures, Prevention Plans (PDP) and input to RAMS for construction and O&M activities. Review contractors’ procedures, method statements, PPSPS, HAZID and risk assessments. Structure and maintain project HSE documentation related to construction and O&M scopes. Permit to Work (PTW) & Coordination Oversee and control the Permit to Work system (Vissim), including HSE sections (inductions, competence verification). Ensure PTW Coordinator coverage during absences (2 days per week, to be defined). Participate in SIMOPS coordination and daily / weekly operational meetings. Site Presence & Inspections Perform regular HSE inspections on offshore and onshore sites (FOU, IAG, WTG, OSS, ports). Carry out vessel HSE inspections and surveys (CTV, Guard Vessels). Attend and contribute to toolbox talks and HSE site campaigns. Incident Management & Performance Monitoring Record incidents in the Company HSE reporting tool. Lead or support incident investigations for construction and O&M events. Monitor contractor incidents, investigations and closure of corrective actions. Issue HSE observations (positive and negative) and ensure follow-up. Monitor and report HSE performance indicators and KPIs for the construction perimeter. Training, Communication & Emergency Preparedness Facilitate offshore HSE inductions for occasional interventions. Support and deploy HSE communication initiatives (e.g. safety breakfasts). Plan and lead emergency drills related to construction activities, vessels, OSS and O&M facilities. Participate in weekly, monthly and quarterly project HSE meetings. HSE Equipment & Logistics Manage PPE and HSE equipment at the O&M base (rescue kits, gas detectors, confined space equipment, etc.). Ensure periodic inspections, compliance and proper storage of HSE equipment. Collate and manage signed Prevention Plans and maintain related registers. Provide support in supervising personnel transport vessels. Qualifications Education & Experience Degree or equivalent qualification in HSE, QHSE or a related field. Proven experience in construction HSE, preferably within offshore, marine or energy projects. Experience working in multi-contractor environments and SIMOPS. Technical Skills Strong knowledge of PTW systems, RAMS, risk assessments and HAZID processes. Familiarity with offshore activities (CTV, guard vessels, OSS, foundations). Experience in inspections, audits and incident investigations. Ability to monitor HSE KPIs and reporting tools. Personal Attributes Strong safety leadership and visible field presence. Excellent communication and stakeholder management skills. Autonomous, well-organised and detail-oriented. Fluent in English; French is an advantage. Additional Information Location & Conditions Based in Ouistreham, with frequent onshore and offshore travel. Availability for specific PTW coverage days as required. Offshore medical fitness required. Contract Start Date 01 March 2026 Contract End Date 31 December 2027 Mandatory Training & Certifications Electrical Accreditation The minimum requirement for French electrical accreditation is B2(V), BC, BR, H2(V) in accordance with NF C 18-510. Other Requirements Valid passport (minimum 12 months validity remaining) Seaman’s Book Right to work in the EU and/or valid French work permit, if applicable Valid GWO Offshore Certificates
