Position Summary
This position provides technical support to the management of traffic infrastructure, oversees construction, and performs supervision of engineering projects and services. This position reports to a Senior Engineer.
Key Duties & Responsibilities
Provide technical advice, direction, and recommendations to develop options, improvements, and business solutions for managing City traffic infrastructure.
Research and evaluate methods, technologies, and strategies related to traffic engineering, including planning, design, construction, operations, maintenance, data management, budgets, and contracts.
Analyze data, processes, programs, and problems to recommend solutions and improvements.
Review and recommend proposals, plans, schedules, and drawings for traffic engineering and activity coordination.
Develop and recommend operational standards, policies, programs, and management practices.
Prepare technical reports, contract documents, estimates, safety documentation, and correspondence.
Interpret, administer, and recommend updates to City bylaws.
Conduct and support public consultation and information programs.
Manage projects, budgets, and work programs, ensuring quality control and contract administration.
Address concerns and inquiries from staff, the public, other departments, officials, and media.
Coordinate and collaborate with external agencies and stakeholders.
Supervise, train, and mentor staff, fostering innovation and a respectful work environment.
Participate in staffing, discipline, staff development, supervision, and performance appraisals.
Approve transactions within authority limits and protect civic assets against loss or waste.
Lead or advise on departmental and organizational committees, including health and safety and business improvement.
Ensure compliance with safety regulations, standards, and procedures at work sites.
Develop and support community safety operations, including traffic accommodation plans, dangerous goods transportation, and emergency operations.
Perform related duties as required. Key Qualifications
Completion of a two-year Diploma in Engineering Technology (e.g., Civil, Environmental, Structural) or a University Degree in Engineering (e.g., Civil, Transportation, Industrial, Mechanical, Environmental) with at least five years of experience in traffic or roadway infrastructure; equivalent combinations of education and experience will be considered.
PMP designation is an asset.
Knowledge of Public Works construction principles, processes, theories, standards, safety policies, materials, and operations.
Proficiency in productivity software (e.g., Word, Excel, PowerPoint, Access, MS Project) and specialized tools (e.g., AutoCAD Civil 3D, traffic modeling, progression, capacity analysis, maintenance management systems).
Ability to analyze complex data, interpret specifications, and manage multiple projects, programs, systems, and budgets.
Knowledge of project management, administration, supervision, and business management principles.
Skills to evaluate progress, quality, and budgets for engineering projects, programs, and contracts.
Leadership abilities to plan, organize, supervise, and coordinate staff, consultants, and contractors.
Strong interpersonal skills to establish effective working relationships and maintain a respectful work environment.
Effective communication skills for diverse audiences, including oral and written presentations.
Ability to listen, lead, influence, and build consensus.
Knowledge of and adherence to the Provincial Occupational Health and Safety Act, other legislation, and City of Regina policies, standards, and guidelines. Working/Other Conditions
Must possess a valid Class 5 driver’s license and have a vehicle available for work usage.
Candidates must successfully complete training to receive and maintain status from recognized certification programs specific to their assigned work area. Employees’ assignment of work will include participating in training as assigned by management.
