SUMMARY OF ESSENTIAL KNOWLEDGE, SKILLS, AND EXPERIENCE

· LDQ/NVQ level 3 Qualification and experience of working in any care settings for at least two years.
· An understanding of learning and physical disability as well as the effects it has on Adults / Young Adults with disabilities.
· Knowledge and experience of working with people with learning disabilities, particularly those with autism, complex communication needs and challenging behaviour and developing and implementing communication and behaviour management plans.
· Experience of managing safeguarding investigations, developing, and implementing protection plans and recording and communicating with multidisciplinary safeguarding teams.
· Knowledge of Valuing People core principles (Rights, Independence, Inclusion, Choice, and Control) underpinning services for people with learning disabilities and experience of putting these into practice.
· Experience of project management, financial management (including budgeting) and administrative procedures.
· Experience and understanding of Support Workers’ needs and ways of meeting them.
· Knowledge of Person-Centred Planning and the development of Individual Care Plans and how these are implemented on day-to-day basis.
· Knowledge of legislations, policies, and procedures and good practice in relation to people with disabilities in a Day Care Service environment.
· Knowledge of the principles of Equal Opportunities, Health and Safety policy, Safeguarding (adult protection) policies and a commitment to putting them into practice.
· Ability to communicate effectively with a range of people.
· Ability to network effectively with a wide range of people and organisations / agencies.
· Ability to organise a variety of Day Care activities and service provisions for adults with disabilities.
· Ability to maintain and record all information and documentations regarding the service users who attend Apasen Day Care Services for monitoring and evaluation purposes.
· Ability to use efficiently the Service Provisions (what does this mean?) and carry out administrative tasks as required by the Service Manager.
· Capability to provide and maintain confidentiality to users.
· Ability to recruit, manage and supervise Day Care staff and other staff involved in Day Care Service delivery.
· Ability to write concise reports and present information to a wide variety of audience.

Responsibilities

MAIN PURPOSE

The post holder will join at a point of significant development of Opportunity Zone (Day Centre) for the adult with Learning Disability; will be accountable to the Service Manager for the day-to-day management and activities of the Day Centre and will be responsible for promoting and maintaining the highest professional standards and care practices.
The principal task of the post holder will be to provide social care and support for those attending the Centre and, in consultation with the Service Manager and other staff, establish a range of activities and promote a stimulating environment for those attending.
The post holder will be required to direct and advise members of staff and will be required to accept responsibility for the efficient and proper management of the day centre in accordance with organisation’s policy.
The challenge is to: meet the diverse needs of the service users; improve their day service experience; maximise the usage of the day centre facilities to the highest quality and to manage the implementation and development of existing and new services; play a leading role in providing the highest standard of professional support, creating and sustaining an environment that will enable each individual using the services in this Day Care environment to achieve their maximum potential.

MAIN DUTIES & RESPONSIBILITIES:

· To support the Service Manager in terms of management, administration and quality service delivery on a day-to-day basis.
· To manage and supervise support workers, and any other staff/volunteer working on Day Care Services, ensuring good practice and make sure that users receive an individualised, safe, and responsive service always.
· To provide regular 1:1 supervision of staff to develop their skills, knowledge and understanding through both on the job mentoring/guidance and appropriate training (competency-based approaches).To conduct performance appraisals.
· To schedule shifts and managing staff coverage to ensure adequate staffing.
· To conduct team meetings to discuss daily operations, service users’ care plans, and any concerns.
· To ensure staff are properly trained and have the necessary certifications to meet the Local Authority Standards for Opportunity Zones.
· To create, maintain and develop a structured programme of activities which meet the needs of service users in terms of relationships, faith, culture, developing interests and independent skills, and opportunities for personal growth
· To oversee daily schedules of activities as part of yearly work programme, quarterly activity plan, ensuring project workers are engaging, monitoring staff allocation that appropriate for service users.
· To work with service manager, team leaders and senior project workers to plan events, day trips, or workshops. Ensuring the activities that align with the goals and needs of the participants.
· To plan for support to service users in meeting physical and psychological needs including toileting, feeding, mobility etc. as part of the individual needs covered by a personal care plan.
· To make arrangement for support to service users so that they receive stimulation and motivation through conversation and social activity and to encourage the users to see and grasp wider opportunities for physical and emotional self-fulfilment. To promote equality of opportunity, choice, privacy, dignity, rights, independence, and fulfilment of service users.
· To communicate with families of service users, addressing their concerns, and providing updates on their loved ones’ progress.
· To schedule and attend meetings with families and stakeholders to discuss care needs and goals.
· To make arrangement for support to service users who require assistance with their personal life skills training.
· To ensuring the health, safety checks are done by maintaining body mapping, clear and concise daily records and well-being of all service users.
· To oversee the implementation of care plans, ensuring users’ needs are met according to their diagnosis.
· To ensure all incident reports are completed accurately, appropriate recordings are maintained and dealing with the safeguarding promptly within 24 hours.
· To manage and review incident reports related to service users’ safety or health concerns.
· To manage key workers to update SU folders to meet CRM deadline as well as ensuring relevant documents are updated after the incident.
· To address any immediate health or behavioural issues that arise and communicate promptly to the key professionals and their family members.
· To establish a good relationship of mutual trust and respect with understanding and tolerance in relation to the wider variety of users’ personal needs and request for assistance.
· To make arrangement for the support to the service users in developing life skills within the Day Care Centre and outside wherever necessary.
· To be aware of the legislation, regulations and procedures affecting the delivery of the services. This will include Health & Safety, First Aid, Health & Hygiene, Fire Precaution, Safeguarding (Adult Protection Procedures), Issues around disability, Confidentiality etc.
· To arrange training for Support Workers on legislation and procedures required for the effective delivery of Day Care Services provision.
· To attend staff meetings as required and to support the Service Manager to ensure that personal capabilities and competencies are maintained through the supervision and appraisal system along with agreed training.
· To handle Hub budgeting (monthly income from the service users and expenditure of Hub running), service users’ invoicing that align with the finance department and dissemination of all invoices to the relevant departments, preparing staff timesheets and payroll.
· To ensure compliance with Local Authority Standards, Frameworks and licensing/Contract requirements.
· To contribute to updating policies and procedures.
· To ensure the centre is clean, organised, and meets all health and safety standards (by assessing risks of the service users, staff members, premises, minibus, infection and control measures and fire safety)
· To coordinate maintenance and addressing any issues with equipment, appliances or facility resources (such as any broken furniture or equipment).
· To manage supplies (e.g. PPE supplies, day to day office supplies, activity materials, etc.).
· To carry out monitoring tasks required for the service e.g., record keeping, maintaining staff personal files, service users’ records, staff time sheets etc. and ensure that these are updated on a regular basis.
· To provide written and verbal reports for the Day Care Services as required by the Service Manager.
· To attend regular staff supervision sessions with the Service Manager and participate in appraisals.
· To work with other members of the staff team and to ensure a coordinated approach.
· To contribute to assessment, review and care packaging system ensuring service users’ progress is monitored.
· To support Service Manager to prepare TH Contract Monitoring submissions by providing up-to-date data.
· To implement action plan into practice to meet the Local Authority Standards.
· To track attendance and service users’ satisfaction levels.
· To analyse feedback and annual surveys and adjusting improve services.
· To ensure cost effective practices are in place by arranging shorter day trips, good practices of utilities.
· To undertake any reasonable additional tasks as assigned by Service manager.
· The post holder is required to maintain full confidentiality relating to service users’ personal information (while being employed at Apasen and after leaving the job) and must only be discussed within the confines of the work setting with the appropriate member of staff.
