Position Description: Coordinator Procurement and Contracts

Responsibilities

ABOUT THE ROLE:

  • Provide leadership, direction and strategy in procurement
  • Develop and enhance Council’s procurement policies, guidelines and procedures, ensuring a high level of compliance with the Local Government regulatory framework
  • Provide strategic end-to-end support to management of contracts, reporting to the Executive Leadership team and liaising with contract managers and owners
  • Oversee Council Contract Register and comply with regulatory requirements
  • Provide expert advice to and support on a broad range of contract management and procurement issues including matters of compliance, contract variations, contractor management reports, policy and strategy, negotiation, dispute management, and contractor’s performance management
  • Oversee Council’s cumulative supplier spent and provide strategic support and advice to business units supporting Council Financial Sustainability
  • Provide Probity advice on procurement matters as required
  • Develop and maintain Council training, education and resources relating to procurement to support staff understanding of Council’s procurement expectations
  • Oversee Council’s tenders, EOI, RFQs and participate in evaluation processes across business units, to promote accountability, confidentiality, transparency and probity of processes
  • Monitor and report on own work performance and the team’s work performance and progress towards the delivery of work plan goals
  • Use resources efficiently, effectively and responsibly to complete tasks that either contribute to or directly impact Council’s Operational and Strategic Plan
  • Report directly to the Chief Financial Officer on all procurement activities and collaboratively develop strategies to enhance Council’s financial sustainability
  • Consolidate and prepare annual procurement reports in line with regulatory requirements
  • Participate in Council’s annual financial audit, collaborating with Manager Finance and Financial Accountant contributing to positive audit outcomes
  • Guide the stores and procurement team’s contribution and performance to facilitate improvements to service quality, accessibility and responsiveness
  • In collaboration with Manager Finance, lead and maintained Council Continuous Improvement plan for Finance and Procurement
  • Support Business units to ensure procurement information is adequately captured, stored and managed in line with the requirements of the Records Act 1998
  • Model and reinforce cross-functional collaboration through information sharing and knowledge transfer to drive evidence-based decision-making, enhance capability and optimise capacity
  • Model and reinforce an agile, solutions-focused, accountable and collaborative culture that facilitates workforce engagement, empowerment and performance
  • Inform, educate and guide staff about their WHS responsibility to maintain a safe workplace

To be successful in this role you will have:

  • Tertiary qualifications or experience in a relevant discipline such as Business, Purchasing, Contract Management, Public Administration, Law
  • Sound knowledge of business strategy, procurement, tendering and contract management
  • Proven ability to promote cross-functional collaboration across business units
  • Proven ability to drive change through policy and to implement systems and procedural improvements
  • Proven ability to promote best practice in a large organisation and maintain compliance
  • Understanding of government contracts and procurement guidelines
  • Working knowledge of the Microsoft Office Suite
  • A high level of interpersonal and communication skills
  • Ability to prepare and present high level reports
  • Good analytical and problem solving skills
  • High attention to detail and ability to priorities and complete tasks efficiently and to deadlines
  • Proven ability to engage with and influence internal and external stakeholders to achieve fit-for-purpose outcomes that drive the achievement of operational and strategic goals
  • Proven track record in leading, supervising and motivating a team with a commitment to a high standard of performance
  • Current Class C Drivers Licenc
