POSITION OVERVIEW

The Coordinator, Technical Services is a key role focused on supporting in the management of Lethbridge County’s geomatics services, with an emphasis on Geographic Information Systems (GIS) and geospatial data management. In collaboration with the Manager, Technical Services, this position will provide operational support across multiple County departments, assist with the creation and maintenance of GIS databases, and contribute to the delivery of mapping and geospatial services that inform decision-making and planning for County projects.
The Coordinator will utilize advanced GIS and survey technology to collect, store, process, model, analyze, and deliver spatially referenced data that is essential for infrastructure planning and construction. This includes playing a key role in the planning and execution of internal road projects, such as conducting topographic surveys, coordinating designs, managing utility coordination, and working with landowners. The role also involves coordination of the County’s gravel pits to ensure compliance with provincial regulations and managing applications for privately owned utility road and pipeline crossings (e.g., ATCO Gas, Fortis, SMRID, LNID). Additionally, the Coordinator will assist in updating and verifying the County’s asset data through field checks and data collection.
This position requires a high level of attention to detail and accuracy in providing technical support services to the organization.

POSITION REQUIREMENTS

  • Completion of a college diploma or degree in Geomatics, GIS Technology, Computer Science, Engineering, or related discipline.
  • Strong computer skills including MS Office suite and ESRI products.
  • Knowledge of geographic coordinate systems, geographic transformation methods and cartographic principles and practices.
  • Experience with AutoDesk suite including AutoCAD, Civil3D and ReCap.
  • Experience with map production, geographic data processing, and analysis using ArcGIS.
  • Working knowledge of how GPS is used in the collection of survey data
  • Familiarity with Trimble Access and Trimble Business Centre is considered an asset.
  • Strong understanding of the concepts behind data management in a relational database.
  • Effective oral and written communication abilities.
  • Exceptional organizational abilities with task prioritization, multi-tasking, use of timelines, and time management techniques.
  • Professional/mature demeanor under stressful situations.
  • Highly flexible, with solid interpersonal skills.
  • Experience with FOIP legislation would be an asset.
  • Valid Class 5 driver’s license in good standing.

Responsibilities:

  • Perform topographical and prelim surveys including, but not limited to open fields, roadways, highways, rural subdivisions, hamlets, progress surveys, gravel stockpiles, with many sites in remote locations.
  • Survey the construction layout of various infrastructure types including gravel, hard surface and base stabilized roadways, gravel pits, drainage, utility right of way, property etc.
  • Perform record surveys including year end and progressive aggregate volumes, underground utility documentation, drainage mapping, etc.
  • Research land titles, legal survey plans, aerial photographs, satellite images, geographical databases, and other information relevant to planning surveys.
  • Assist in the coordination and maintenance of the County’s asset management program.
  • Coordinate privately owned utility road crossings and water/wastewater pipeline crossings.
  • Review and approve completed applications that adhere to engineering standards and conduct inspections of completed work.
  • Prepare clear and concise project reports, field notes, sketches, memorandums, and other project support documentation.
  • Provide geomatics advice and liaison to third-party Engineers and Consultants as required.
  • Conduct research and data collection; interpret plans, photos and maps.
  • Review documents and drawings to ensure accuracy of County records.
  • Assist with inputting, editing and verifying data in the GIS system; prepare and maintain a variety of base and specialty maps, records and reports related to municipal government.
  • Assist in the organization and implementation of datasets for specific projects based on departmental needs.
  • Assist and work with staff in various departments to define needs and develop solutions for mapping GIS applications, software requirements and training.
  • Perform spatial and attribute data processing including data capture, cleaning, transformation, data analysis, reporting and mapping.
  • Manage the acquisition and distribution of digital data and mapping for internal and external customers by performing quality control checks on mapping and data supplied to the County by consultants.
  • Communicate with County departments and outside organizations to coordinate activities, exchange information, receive requests and resolve questions or concerns; act as liaison between vendors, departments and outside agencies.
  • Continually create, maintain, verify and distribute an accurate rural addressing dataset to all relevant stakeholders, and liaise with Canada post.
  • Create and plot custom maps upon request.
  • Prepare GIS information for the Capital budget.
  • Act in any role that may be assigned by the County’s Emergency Management Team which includes participating in appropriate training and working in the Emergency Coordination Centre as required.
  • Participate in Lethbridge County’s Health and Safety Program, and willing to perform duties related to Safety.
