JOB OVERVIEW

The Health and Safety Advisor is essential for helping the council maintain a safe and compliant workplace. They offer expert advice and guidance to employees at all levels, including elected Members, regarding health and safety issues. Functioning as the “competent person” as defined in Regulation 7 of the Management of Health and Safety at Work Regulations 1999, they endorse the council’s dedication to health, safety, and wellbeing. This position includes overseeing compliance, performing risk assessments, and ensuring that applicable legislation and council policies are followed.

QUALIFICATIONS

  • Comprehensive understanding of Health and Safety laws, including the Health and Safety at Work Act 1974 and applicable regulations.
  • Experience in guiding health and safety issues in a public sector or comparable organizational environment.
  • Excellent capability to perform and evaluate risk assessments, guaranteeing adherence to legal and organizational standards.
  • Familiarity with incident reporting, data analysis, and delivering results to senior stakeholders.
  • Capacity to make quick decisions in high-risk scenarios, guaranteeing prompt safety measures when necessary.
  • Effective communication and interpersonal abilities to offer professional assistance and training to employees at every level.
  • Experience in performing workplace inspections and audits to assess health and safety standards.
  • Affiliation with a recognized health and safety organization (e.g., IOSH, NEBOSH accreditation).
  • Experience collaborating with labor unions and safety officials.
  • Understanding of contract management and compliance with health and safety regulations in property-related matters.
    This is a part-time position that requires 18.5 hours per week across 2.5 days, with a maximum 3-month contract.

Responsibilities
  • Offer professional health and safety guidance to employees, management, and elected officials following laws and council regulations.
  • Oversee and confirm adherence to the council’s incident reporting framework, generating data-focused reports for presentation at committees related to health, safety, and wellbeing.
  • Help managers in developing and evaluating risk assessments customized for particular services, tasks, and activities.
  • Recognize and promptly stop any hazardous actions that present immediate or significant threats, notifying the Head of HR and the Chief Executive when required.
  • Assist service areas in overseeing health and safety in contracts and council assets, guaranteeing adherence to regulations.
  • Carry out and supervise workplace inspections together with service managers and UNISON safety representatives to guarantee compliance with safety regulations.
