Description Exempt. This position is responsible for managing all aspects of the human resources program and participating in the Plan Administration, providing human resources support, and implementing effective recruiting and staffing strategies. Duties · Develop, oversee, and implement all phases of the recruitment program, including project-based recruiting, sourcing candidates, screening applications, conducting interviews, managing the hiring process, and building relationships with candidates and hiring managers. · Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization. · Assist in hiring manager interviews as needed. · Provide salary surveys as support for salary transparency compliance or delegate to appropriate designee. · Ensures compliance with federal, state, and local employment laws and regulations, and company policies. · Attends and participates in college job fairs and recruiting sessions or delegates to the appropriate designee. · Prepares files for internal and external audits. · Supervise HR support employees and ensure training to ensure they maintain an understanding of all current policies and procedures. · Build mentorship program that aligns with organization development and succession planning objectives. · Prepares miscellaneous reports; assists various departments in audits. · Assist and advise supervisors and managers of disciplinary action options while ensuring successful operation of the disciplinary process. · Assist in resolution of problems outside of formal grievance process. Conducts any required investigations and research to ensure accuracy of any allegations including discrimination, harassment, EEOC violations, etc., and advises Executive management of status of ongoing suits. · Interprets company rules and regulations and departmental policies and procedures regarding personnel actions for management, employees, and applicants. · Maintain and develop the human resource information system. · Oversee record retention for HR Department. · Assist in developing job descriptions as needed. · Participates in the development of company policies. · Participate and assist in Benefit Plan Administration. · Work with Plan Administrator on monthly benefit reconciliations. · Performs other duties as assigned. Requirements · Bachelor’s degree in human resources or related field, or equivalent work experience. · Certifications by the Society for Human Resource Management (SHRM) and/or as a Professional in Human Resources (PHR). · At least 8 - 10 years’ experience in recruitment and hiring process highly preferred. · Experience in Paylocity preferred with knowledge of all pertinent federal and state regulations filing and compliance requirements and other employment laws. · Experience & skills in using recruitment technology, and promoting a positive candidate experience. · Mature attitude/handles pressure situations well. · Above average verbal and written communication skills. · Ability to thoroughly learn and enforce the personnel ordinance, human resources/payroll policies and procedures, and other policies and guidelines affecting areas of assignment. · Manage sensitive/confidential information in a professional manner. · People oriented individual. · Good organizational skills, an initiative-taker with the ability to work with minimal direction. · Ability to work overtime as needed.
