JOB SUMMARY

The Corporate Investigator protects and defends the security and integrity of the Kentucky Lottery Corporation (KLC) as related to physical and logical assets through a series of strategies, functions and policies designed to detect, prevent, or mitigate threats or losses. The position is commissioned by the Commonwealth as a Special Law Enforcement Officer (SLEO) under KRS 61.900 with limited law enforcement capabilities. This position works directly in the KLC’s Corporate Office and is responsible for duties and assignments as assigned by Security management.

KNOWLEDGE/SKILLS/EXPERIENCE

  • High school diploma or equivalent required.
  • Successful completion of a state or federally accredited law enforcement training academy.
  • Minimum of two years in law enforcement or a field relevant to the investigative and security responsibilities of the Kentucky Lottery Security Division.
  • Qualification for commission by Kentucky Justice Cabinet as a Special Law Enforcement Officer (SLEO).
  • Prior certification in firearms training and firearms safety or willingness to be trained for such certification.
  • Must have robust computer skills in Microsoft Windows operating environments and Windows based business applications (Word, Excel, PowerPoint, Outlook, etc.). Knowledge and competency of data mining software preferred.
  • Must have sufficient knowledge of the following: basic math concepts; local government structure in Kentucky; Kentucky Penal Code; and civil/criminal/administrative procedures within the Commonwealth; Must be able to investigate assigned incidents in a fair, ethical, truthful, and unbiased manner.
  • Must possess strong ethics and integrity and be able to handle sensitive information in a confidential and discrete manner.
  • Must possess excellent writing skills and be able to collect, analyze, and draw conclusions from complex data obtained from various KLC system platforms. In addition, must be able to document/communicate findings and logical conclusions into thorough electronic narrative reporting format.
  • Requires exceptional interpersonal skills and diplomacy, while representing the KLC’s position and interests. Candidate must be able to work and communicate effectively and professionally with coworkers, retailers, vendors, and players.
  • Must be able to work collaboratively as a part of a team.

Responsibilities

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Investigates security issues initiated from the KLC’s Corporate Office. This includes detecting and investigating suspected theft, fraud, or other threats against the KLC, or matters related to violations of retailer rules & regulations or KRS Chapter 154A. Assists external law enforcement agencies and prosecutors in any investigation and/or prosecution of criminal matters involving KLC assets, products, or violations of KRS Chapter 154A.
  • Assists other investigative and administrative staff members by performing initial screening/research into reported security incidents from case management system and call center platform. Prepares preliminary reports in support of the security investigation’s function. Provides operational support to investigative staff, retailers, players, and stakeholders as necessary.
  • Utilizes KLC computer systems and platforms for investigative research, support, and documentation. Assists Territory Sales Managers (TSMs) with lost packs/orders, instant ticket management, and retailer changeovers. When necessary, performs retailer reviews and integrity tests of retailer locations as part of the lottery’s Retailer Compliance Program.
  • Assists with the validation and authentication of winning tickets of certain prize amounts as specified by policy. Provides security oversight in the collection, logging, reconciliation, and appropriate disposal of returned draw-game ticket stock.
  • Conducts background investigations for KLC employees, applicants, retailers, and vendors in coordination with Director of Security Operations.
  • Responsible for daily Draw Studio camera/network video recorder (NVR) inspection and documentation.
  • Responsible for Claims Department/Security-related investigations including debt set-off cases, late claims, insider claims, complaints, fraudulent complaints, altered tickets, etc.
  • Performs badge and alarm systems administration, as necessary.
  • Assists Security Department personnel with miscellaneous tasks as needed and serves as a backup to perform security duties not regularly assigned.
