About the role CBH of VA is looking for a highly qualified Health Service Administrator, RN to work, facilitate, and oversee the medical department at Meherrin River Regional Jail. What you'll do Human Resource Development and Management Serves as a liaison between correctional officials, public agencies, and CBH of VA to support the daily operations of comprehensive healthcare delivery within the correctional facility. Assists in evaluating system activities to ensure alignment with CBH’s goals, objectives, and philosophy, as well as compliance with accreditation standards and contractual requirements. Leads, coaches, counsels, and supports staff in their daily work to ensure effective performance and professional growth. Administers disciplinary actions — including counseling, suspension, and termination — in collaboration with the HR Manager, Regional Manager, President, and/or legal counsel, ensuring adherence to CBH and correctional facility policies. Forecasts and plans staffing needs to meet operational demands; identifies resource gaps, deploys staff appropriately, and participates in interviewing and hiring as needed. Fosters a collaborative and patient-centered culture through effective communication, leadership decisions, and positive team dynamics. Conducts performance evaluations, completing annual written reviews for all direct reports and three-month evaluations for new employees under direct supervision. Monitors and promotes workplace safety, ensuring a secure environment for patients and staff. Implements and supports safety initiatives, including OSHA compliance, employee health and safety programs, and training or educational efforts related to workplace safety. Operational Management Ensures compliance with all licensure and insurance requirements for medical personnel. Oversees services provided by contractors and professional staff, including auditing subcontracted utilization for quality and contractual compliance. Develops and maintains operational databases derived from logs and records to support systems analysis, performance monitoring, and management reporting. Prepares and submits reports—including narrative, summary, and operational updates—as required by CBH or contractual obligations. Evaluates and recommends improvements to enhance operational efficiency, cost-effectiveness, and service quality. Authorizes and procures supplies and equipment necessary for daily operations, ensuring adequate resources to meet facility and patient care needs. Patient Care Management Develops, reviews, and interprets policies, procedures, and the philosophy of CBH of VA to ensure compliance with established standards of care and organizational goals. Reviews and monitors the health status of inmates with serious or chronic conditions, ensuring timely and appropriate medical interventions and treatments. Oversees inpatient hospitalizations, collaborating with the Medical Director to prevent unnecessary admissions and expedite discharges when clinically appropriate. Evaluates the referral system to ensure referrals are appropriate, cost-effective, and aligned with patient care needs in coordination with the Medical Director. Monitors and manages potential catastrophic illnesses, taking proactive measures to minimize liability for both CBH and correctional partners. Supervises the Quality Improvement Program, addressing patient complaints, sanitation, infection control, and developing measurable criteria for continuous improvement. Responds to on-call emergencies, including inmate deaths and other critical incidents, providing leadership and support during crisis situations. Provides direct nursing coverage as needed, including fulfilling RN shifts to meet staffing matrix requirements and ensure continuity of patient care. Relationship Management Maintains effective partnerships with outside hospital and agency administrators to ensure seamless coordination and collaboration between CBH and external healthcare providers. Meets regularly with correctional leadership—including wardens, jail directors, and commissioners—to discuss operational matters and ensure timely follow-up on all issues addressed. Serves as a liaison between CBH and other professional organizations, fostering cooperation and communication that support CBH’s mission and service standards. Travels as required, including occasional overnight trips (typically 2–4 days) to meet operational or organizational needs. Performs additional duties and responsibilities as assigned to support CBH’s goals and the effective delivery of healthcare services. Qualifications Bachelor’s degree in nursing, health care administration or business administration preferred. Must have State RN Licensure.
