Description

Arlington County is seeking an energetic and experienced public health nurse to provide quality assurance leadership to clinical public health staff in the Arlington County Detention Facility (ACDF). The Correctional Health Services Nurse Manager will oversee all aspects of nursing care within the facility, including staff supervision, patient assessments, treatment planning, and medication administration. This role will work closely with the Chief Medical Director and the Correctional Health Services Administrator to coordinate nursing services and ensure adherence to medical directives and current agency policies and procedures. Additional responsibilities include managing nursing personnel including assigned Registered Nurse (RN) and Licensed Practical Nurse (LPN)staff, contributing to the development of institutional standards to meet agency, state, and national healthcare requirements, and delivering quality care to inmates while maintaining a safe environment for both staff and patients.
This position will collaborate communication with a variety of stakeholders, including the Chief Medical Director, community partners, ACSO command staff (Sheriff, Chief, Majors, and Captains), ACSO Quality Assurance Manager, ACSO Management Analyst, inmates, Virginia Hospital Center, and external medical organizations at the federal, state, and local levels.
The ideal candidate will have strong leadership and management skills to provide direction to a large, diverse, creative, and autonomous staff, including in times of change; significant experience and understanding of the needs of public health and Arlington residents; analyzing and developing solutions to complex issues and operational concerns; establishing and managing outcome based performance measures to guide operations; strong oral and written communication to move forward complex initiatives and communicate confidential information; and proactive in the use of technology for communication and for business practices in human services.

The Correctional Health Services Nurse Manager will model the department’s values of excellence, dignity, integrity, and accountability in performing the following duties:

  • Collaborates with the Chief Medical Director to define operational goals and objectives for the correctional health program, with primary responsibility for managing daily nursing operations;
  • Assists in the development and implementation of operational and nursing policies and procedures;
  • Ensures that all healthcare services are delivered in compliance with applicable federal, state, and local regulations and requirements;
  • Supervises nursing and support staff, including participation in hiring, performance evaluations, and personnel management;
  • Leads orientation, training, and continuing education programs for nursing personnel;
  • Works with the Chief Medical Director in overseeing Nurse Practitioner(s), providing guidance and feedback regarding their performance as members of the correctional healthcare team;
  • Oversees the development and execution of a quality improvement plan in collaboration with the Chief Medical Director and the Correctional Health Services Administrator;
  • Ensures appropriate staffing levels to meet the healthcare needs of the facility, in coordination with both public health and correctional facility leadership; and
  • Assumes overall responsibility for nursing care delivery, including the provision of direct patient care as needed.

Minimums :

  • Bachelor’s degree in Nursing, Health Care Administration, Public Health, Business Administration, or a related field; andProgressively responsible program management experience in public health, community health or related area to include considerable experience in providing clinical nursing services as a Registered Nurse (RN), reviewing & formulating public health policy and services, and administering public health programs.

Desirables : Preference may be given to candidates with experience in one or more of the following:

  • Public health or community health experience at the local level;
  • Supervisory experience in community or public health;
  • Identifying and implement nursing practice standards as well as laws and regulations (e.g., HIPPA) and to develop appropriate policies and procedures;
  • Program experience involving diverse populations, clients with low incomes and/or disabilities similar to those served by the Department of Human Services (DHS);
  • Performance assessment and continuous process improvement;
  • Assessing quality and compliance with established guidelines for clinical practice (nursing and non-nursing); and/orTraining in emergency management systems such as Incident Command System (ICS).

SPECIAL REQUIREMENTS:

Must be licensed as a Registered Nurse in the Commonwealth of Virginia or eligible to receive such license or licensed in a compact state. If eligible, candidate will be allowed 60 days to obtain license.
Candidates must successfully complete a character background investigation (which includes a polygraph examination), and a drug screening test. The background investigation is conducted by the Sheriff’s Office.
