POSITION SUMMARY

Maintains safety and security of the correctional facility, and their occupants. Work must be in conformance with policies and procedures of NORCOR, the Oregon Jail Standards and Oregon Revised Statutes

QUALIFICATIONS

• Must qualify annually with a firearm, defensive tactics, Taser technology, First Aid/CPR, ORPAT and blood borne pathogens.
• Must possess a high level of written and oral communication skills and computer/keyboard knowledge. Must be able to distinguish colors.
• Ability to learn the operation of a totally computerized jail system.
• Achieve DPSST certification within one year of hire.
• Work within department policies and procedures, operations, training, and Oregon law.
• Receive and comply with supervision.
• Ability to make decisions under pressure and in emergency situations while maintaining sound, prudent judgment and professional standards.
• Achieve and maintain First Aid/CPR certification, and become LEDS/NCIC certified.
• Ability to effectively interview arrestees to ascertain required information necessary to process arrestees. Ability to ascertain the veracity of information obtained from arrestees.
• Possess physical capability to handle high mobility demands.
• Requires ability to properly utilize equipment, such as handguns, rifles, impact weapons, tasers, belly chains, leg irons and handcuffs.
• Required to be familiar with and able to use a variety of specialty software including NORCOR report writing software, Jail inmate management software, Jail inmate money management software, time card software, Law Enforcement Data System (LEDS) and Microsoft Office software.
• Requires ability to properly utilize police techniques, such as unarmed defense and proper levels of use of force.
• Requires ability to conduct investigations, collect, evaluate and analyze facts and to draw correct conclusions.
• Requires ability to understand and follow oral and written orders.
• Requires ability to handle extreme stress and make immediate decisions regarding life and property.
• Added financial incentive may be given to Deputies who have verified translation abilities.
• Must be able to render credible testimony in a court of law. Must be able to perform the duties of a corrections officer. These requirements are based upon the following two U.S. Supreme Court decisions:
  · Brady vs. Maryland (1963) – “Discovery Rule” established in 1963 expanded by U.S. Supreme Court to include information that would bear negatively on a government witness. Any record of untruthfulness must also be disclosed in a court action.
  · Kyles vs. Whitney (1995) – Makes Brady applicable to police officers. Conclusive data showing bias and untruthfulness must be disclosed.

EDUCATION AND/OR EXPERIENCE PREFERRED

· Must have graduated from high school or possess a GED.
· Possess one of the following: a) Two years college-level education in corrections, criminal justice, social sciences, or related field. b) One-year experience in a correctional setting or social service work with some college credits. c) Any satisfactory equivalent combination of experience and training which insures the ability to perform the work as determined by the Administrator.
· Must meet minimum Department of Public Safety Standards and Training requirements.
· Successfully complete the Field Training Program.
· Must possess a valid Oregon motor vehicle license with good driving record, or ability to obtain within 30 days of date of hire.
· Be at least 21 years of age, and have no felony convictions. Must be a citizen of the United States within 12 months of hire.

· Receives inmates into the correctional facility. Conducts initial custody assessment and screening of new intakes, which includes assessing medical condition, mental health status and intoxication level. Performs a cursory search of inmates to detect illicit drugs, weapons and contraband. Performs an inventory of and accepts responsibility for inmate property and accounting of their money in accordance with Oregon Revised Statute. Obtains thorough and accurate inmate commitment forms from the arresting officer, such as probable cause affidavits, parole/probation detainers, warrants, fugitive complaints, citations and intake sheets.
· Books inmates by photographing, performing medical and suicide assessment questionnaire, biographical questionnaire, entering criminal charges, performing classification and matrix assessment, obtains fingerprints for state and federal criminal identification database. Booking interviews are conducted with cooperative, hostile or belligerent persons.
· Must be knowledgeable with Senate Bill 156 and Senate Bill 1145 files.
· Must be knowledgeable and in compliance with PREA (Prison Rape Elimination Act).
· Evaluates and performs an unclothed body search of the inmate which requires a visual inspection of a nude person in accordance with federal law. Detects, identifies and reports scars, marks, tattoos and medical conditions such as bruising, parasites or contagious diseases to ensure the welfare of the inmate population, staff and public health.
· Applies physical restraints when determined to be appropriate with violent, assaultive or suicidal inmates as directed by supervisory authority. Monitors and conducts more frequent inspections to prevent suicide and accidental death. Performs first aid/CPR while waiting for emergency medical response if inmate succeeds in injuring him/herself. Contacts appropriate mental health and/or medical services to ensure inmate welfare when indicated.
· Sets up and administers medicines and medical directives as issued or ordered by facility medical staff.
· Supervises all inmates under their care with compassion and patience.
· Maintains accurate records, documents daily events and activities. Maintains current custody information. Able to complete comprehensive data entry to comply with state and federal crime reporting statistics. Data is stored in or shared with many law enforcement systems. Includes operating secure data sources like LEDS, NCIC and Jail Records Management System. Maintains and updates inmate paper files. Has a working knowledge of paper and computerized filing systems including digital archiving.
· Operates fully computerized door, audio and visual control systems in the jail. Ensures appropriate and safe access in all instances. Prepares and trains for emergencies such as partial or full systems failure of all computerize operations. Monitors alarm systems in the jail and reports unusual circumstances. This includes: panic alarms, smoke alarms, individual body alarms, radio transmissions, disturbances and hazards.
· Manages crisis and responds to emergencies in and around the facility. Investigates disturbances or suspicious activities. Responds to escape, fire, hostage, natural disasters and reported crimes. Coordinates emergency response within the jail of outside agencies and personnel during emergency situations as directed by the Supervising Authority; including facilities maintenance, jail staff, law enforcement agencies, firefighters and EMS personnel. Evacuates the facilities which will include: staff, civilians, volunteers, visitors, lawyers, investigators, mental health professionals, contractors, clergy and inmates at the direction of supervising authority.
· Assists public, media and other agencies via telephone, computer, or in person when indicated. Complies with public records laws. Maintains relations and addresses needs of attorneys, court, media, and the general public. Able to deal with the public professionally and with tact.
· Monitors program volunteers and/or paid instructors to ensure safe practices within the facility. Assists with jail tours for the public, students, media, Grand Jury, law enforcement personnel and civic leaders.
· Monitors, records, and controls inmate activity and movement. Performs and records inmate hourly welfare checks and facility counts as required by Oregon Revised Statute. Maintains facility safety and security by performing area and body searches of inmates. Vigilantly seek out weapons, facility damage and unlawful contraband manufactured or possessed by inmates.
· Conducts disciplinary investigations of inmate conduct. Prepares detailed written reports of inmate conduct and criminal acts; may counsel inmates, impose internal sanctions and explains disciplinary and grievance processes.
· Classifies and houses inmates appropriately according to facility classification system. Ongoing classification is performed to ensure staff, inmate and community safety.
· Conducts armed transports of adult inmates to court appearances, medical treatment and other institutions during all hours and weather conditions. Performs high risk and mental health transports with potentially volatile subjects. Performs inter-agency transports and extraditions. Ensures public safety by maintaining physical control of all inmates during transport. Facilitates and supervises in-custody arraignments via video and in person. Transports and manages inmates on work crews outside of the secure facility. Receives and implements instructions from the Judge during inmate court documents forwarded to the facility.
· Coordinates the maintenance of vehicles to ensure vehicles are in safe and operative condition. Ensures all issued NORCOR owned equipment is accounted for and properly maintained. Maintains security key and equipment control.
· Accurately calculates various sentences of incarceration in accordance with state law. Accurately calculates time served credits and forwards to the appropriate institution.
· Scans incoming as well as outgoing inmate mail.
· Ensures that all facility sanitary conditions as prescribed by the Oregon Jail Standards and Oregon Revised Statute are maintained. Reports any conditions that need repair or attention via work order.
· Receives, accounts and issues receipt for money for inmate accounts and security releases (bail). Utilizes computerized inmate commissary system for intakes, charges, credits and releases. Balances commissary account. Accurately inputs individual inmate commissary into computer system. Accounts for accuracy and dispenses inmate commissary orders.
· Performs warrant/transport duties to include processing, entering warrants into LEDS/NCIC and Alliance. Performs double-checks for accuracy. Confirms warrants, restraining orders, no contact orders and lost and stolen property and/or persons telephonically and through LEDS/NCIC. Removes served warrants from LEDS/NCIC. Schedules and coordinates prisoner transports and extraditions. Coordinates with the Court and District Attorney’s office to handle validations, purged files, deceased files, and expungements.
· Works alone or with a partner. Works alone while staff partner is engaged in other responsibilities, requiring an ability to react decisively and appropriately in stressful situations. Ability to de-escalate situations where physical and assaultive conditions exist without direct supervision while assistance is summoned.
· Has working knowledge of criminal law, case law, judicial system, jail standards and related jail statutes. Makes arrests, serves arrest warrants, writes accurate arrest reports, and testifies in grand jury, hearings and trials as a witness.
· When designated as a FTO or Instructor, trains other employees in specific areas of expertise, including (but not limited to) situational tactics, computer programs, Security Threat Groups, warrants and extraditions, criminal investigations, sex offender registration, ethics, dealing with emotionally distressed inmates, use of force, firearms, tasers, defensive tactics, and customer service. Familiarizes new employees on NORCOR policies and procedures, the geographical and cultural characteristics of the inmate population and general methods to use in various situations.
· Performs specialized assignments as needed according to the employee’s abilities and skills and the needs of the Administrator. These assignments may include: field training officers, defensive tactics instructors, First Aid/CPR instructors, firearms instructors, Taser Technology instructors, Con Sim instructors. Attends regularly scheduled ongoing training. Attends required annual training in use of force, firearms, defensive tactics, First Aid/CPR, ORPAT, Taser, LEDS/NCIC and general law enforcement training as required for corrections deputies by the Department of Public Safety Standards and Training and NORCOR.
· Has working knowledge of the jail matrix policy. Assists in updating matrix information and locating matrix candidates for supervisor approval.
