The City of Edmonton is seeking a dynamic and detail-oriented Cost Assessment Engineer to join our Urban Planning and Economy team. In this role, you will be instrumental in administering the Arterial Roadway Assessment, Boundary Assessment, and Off-Site Levy cost-sharing programs, ensuring the smooth development of our city’s infrastructure. You will collaborate with various stakeholders, including developers, consultants, and internal City departments, to review designs, manage costs, and facilitate the financial aspects of municipal improvement projects. SKILLS REQUIRED FOR SUCCESS:
- Extensive knowledge of arterial roadway design, construction, maintenance, and acceptance processes
- Extensive experience preparing and updating construction cost updates
- Extensive experience with complex spreadsheets and reconciling financial transactions
- Knowledge of land development processes in the Edmonton area
- Knowledge of relevant legislation, including the Municipal Government Act and Off-Site Levies Regulation
- Knowledge of City of Edmonton Design and Construction Standards
- Knowledge of planning and contract law
- Knowledge of the City’s cost-sharing systems
- Ability to learn and adapt to the changing needs of industrial development
- Ability to follow APEGA Guidelines, Standards, Practices, and the City’s Professional Practice Management Plan (PPMP) and Standard Operating Procedures (SOPs)
- Ability to coordinate, collaborate, manage issues, and negotiate win/win solutions
- Ability to analyze and interpret detailed engineering drawings, quantity schedules, technical documents, and specifications

Qualifications:
- A degree in Civil, Environmental, or other relevant Engineering Discipline
- Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
- A minimum of 4 years of progressively responsible experience in arterial design and construction is required including experience with:
- Preparation of TIAs, concept and preliminary plans
- Preparation and review of geotechnical reports and environmental impact assessments
- Preparation of engineered fill and pavement designs
- Basic design principles related to stormwater, power and streetlighting, and the installation of pavement markings and street furniture; and
