Job Description
The Costing and Estimating Support will be responsible for providing support to the Costing and Estimating Lead in reviewing, developing and implementing processes, procedures and systems to be used in the planning, estimating, budgeting, funding, managing, and controlling of costs so that the project can be completed within the approved budget.
The role holder shall provide leadership in costing and estimating throughout the delivery of the project, helping to ensure that the costing and estimating controls are being complied with across the project, including by the Project Delivery Partner and the appointed contractor(s). The role holder will also support in the carrying out of cost management and estimation across the programme and will ensure that there is a focus on accurate forecasting of out-turn costs and cash flow and a culture of mitigating estimated cost-overruns is embedded.

The Costing and Estimating Support will be required to possess the following skills:

  • Good influencing skills to manage and motivate teams in support of delivery of high risk, value and complex project and programmes
  • Ability to coordinate and organize multiple sources of reporting inputs / performance data and deliver project / programme reports as required
  • An ability to work effectively in a team environment
  • Excellent communication (both verbal and written) and interpersonal skills
  • Ability to govern and drive outcomes to ensure high quality service

QUALIFICATIONS

  • 10+ years’ experience in cost management and estimation with at least 5 years’ experience leading cost management and estimation activities across the project lifecycle through to completion in high value metro rail projects or projects of a similar scale / complexity.
  • C Eng / BEng / BA / BSc cost management, quantity surveying, estimating management or in a related discipline

Additional requirements:

  • Tangible experience of designing and implementing the costing and estimating frameworks within a PMO function
  • Proven track record of delivering costing and estimating management in major project environments to enable achievement of project goals and objectives
  • Comprehensive knowledge of cost management principles, methods, techniques and tools, including the standard method of measurement
  • Experience carrying out cost analysis, cost modelling and benchmarking processes and techniques
  • Experience dealing with costing systems and toolkits
  • In-depth understanding of the design and delivery requirements of technically complex projects in the architectural / engineering / construction sectors
  • Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and providing guidance to support project delivery and reporting
  • Knowledge of quality management and process improvement practices and systems is desirable, preferably within the construction sector
