Role description: Arcadis is seeking a talented Cost Manager to join its expanding Project Controls team, supporting major rail and linear infrastructure programs across Ontario. This pivotal role leads cost governance throughout both the design and construction phases, driving robust forecasting, earned value reporting, and effective change control processes. The Cost Manager guides a small team in preparing detailed cost reports for senior management, provides expert advice on budget variances, and delivers reliable estimates for costs to complete. Close collaboration with scheduling, engineering, procurement, and commercial teams is essential to ensure integrated project performance and proactively identify opportunities to optimize value and mitigate risk. This position offers the chance to contribute to the delivery of transformative infrastructure projects within a fast-paced and innovative environment. Role accountabilities: In this role, you will establish and maintain the project cost baseline throughout both the design and construction phases, ensuring rigorous management of the Work Breakdown Structure (WBS), project coding, and integration of actual costs, commitments, accruals, and cash flow data. You will be responsible for leading Earned Value Management (EVM) processes, including conducting CPI/SPI analysis, preparing variance reports, and delivering monthly performance summaries. Your expertise will be critical in recommending corrective actions to maintain project objectives and financial targets. You will prepare and deliver detailed cost reports and dashboards for senior leadership, providing clear visibility into trends, risks, and mitigation strategies. Managing change control processes will be a key aspect of your responsibilities, as you log, quantify, and validate change requests and claims. This will include updating forecasts, maintaining comprehensive change logs, and coordinating pricing and cost/schedule impact assessments to ensure all project changes are accurately captured and managed. Collaboration is essential in this role; you will work closely with schedulers using Primavera P6 to align cost and schedule data for precise progress measurement and forecasting. Additionally, you will support commercial teams by reviewing payment applications, assessing subcontractor claims, and contributing to negotiations and the finalization of accounts, helping to safeguard project financial interests. As a leader within the Project Controls team, you will identify and resolve project control issues, working collaboratively with other team members to propose effective solutions. You will also mentor junior cost controllers, promoting the consistent application of project controls procedures and fostering a culture of continuous improvement across the team. Qualifications & Experience: 6-9 years' experience in cost management, quantity surveying, or project controls on large infrastructure projects (rail/transit preferred) Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or related discipline Proficiency with Oracle ERP or similar financial systems, and advanced Excel; experience with Power BI or similar tools is an asset Knowledge of scheduling software (Primavera P6) and ability to assess cost and schedule impacts of design or construction changes Strong analytical skills with attention to detail and accuracy Proven ability to work in a collaborative team environment, demonstrating excellent communication and stakeholder engagement skills Familiarity with Earned Value Management, change control, and risk management frameworks Experience working in an alliance contract environment beneficial Why Arcadis? The salary range for this position is $78,000 - $117,000. The base salary represents Arcadis' hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
