If you are a motivated and experienced Cost Management professional with a strong background in project cost control, budgeting, estimating, forecasting, and commercial management, and a passion for optimizing project costs and maximizing value, we encourage you to apply for this exciting opportunity as Cost Manager within the Infrastructure Services Department at Rosebel Gold Mines.

Your key responsibilities will include:

  • Cost Planning & Budget Management

Lead the preparation of project budgets, cost estimates, cost breakdown structures, and forecasts. Monitor budget utilization and ensure costs remain aligned with approved project objectives.

  • Cost Control & Reporting

Establish and maintain effective cost control systems. Monitor expenditures, commitments, and forecast costs, while analyzing variances and preparing regular cost performance reports for management.

  • Contract & Commercial Management

Manage the commercial aspects of construction, EPC, and service contracts. Review contractor claims, variations, and payment applications, and support negotiations, tender evaluations, and contract change control.

  • Progress Payment & Final Account

Oversee contractor progress measurement and payment certification. Ensure payments comply with contractual requirements and lead final account negotiations and project close-out activities.

  • Cost Risk, Value Engineering & Team Leadership

Identify and assess project cost risks and opportunities, support value engineering initiatives, and develop mitigation strategies. Lead and develop the cost management team while improving processes, tools, and reporting standards.


The ideal candidate will have:

  • Bachelor’s degree in Quantity Surveying, Cost Engineering, Civil Engineering, Construction Management, or a related discipline.
  • Professional certification in cost management, quantity surveying, or a related field is preferred.
  • Minimum 8–10 years of relevant experience in large-scale mining, infrastructure, industrial, or construction projects.
  • Minimum 3 years of experience in a leadership, supervisory, or project management role.
  • Extensive knowledge of engineering, procurement, construction, cost control, and commercial project management.
  • Strong understanding of contract administration and commercial practices, with FIDIC experience considered an advantage.
  • Advanced proficiency in cost management and project control tools, such as SAP, Primavera P6, Microsoft Excel, Power BI, or equivalent systems.
  • Strong analytical, financial, and commercial acumen, with the ability to interpret complex project cost information and make sound business decisions.
  • Familiarity with Chinese construction standards and documentation practices is preferred.
  • Proficiency in Mandarin Chinese and English, both written and spoken.
  • Excellent negotiation, communication, stakeholder management, presentation, and executive reporting skills.
  • Willingness to work in Brokopondo on a rotational schedule of 5 days of work followed by 2 days break
  • If selected, you will be required to submit a Police Clearance Certificate (“Bewijs van Goed Gedrag”). Please initiate the request at your respective District Commissariat.
