About LM International LM International (Läkarmissionen) is a Swedish Global Foundation that has been working since 1958 to save lives, empower people and to ensure everyone's right to a dignified life in a sustainable world. We conduct international development cooperation work and humanitarian aid in about 20 countries. We work in Sub-Saharan Africa, Latin America, Eastern Europe and the Middle East. We have approximately 500 employees, distributed between our Global office in Stockholm, mobilization offices in New York and Oslo, regional hubs in Panama City, Dubai, and Nairobi, and eleven Country offices in sub-Saharan Africa and Ukraine. Purpose of position The Country Director, Ukraine leads LM International’s execution of the Country strategy for Ukraine —integrating operations, program management, partnership development, fundraising, and external representation. The role ensures high-quality, compliant delivery across the Ukraine portfolio; strengthens and scales strategic partnerships; secures diversified funding; and elevates LM International’s influence and visibility in Ukraine, with a primary base in Kyiv, Ukraine. Main areas of responsibility 1) Operations & Program Management (60%) Provide leadership for country program operations, ensuring timely, compliant, and effective delivery across humanitarian and development interventions. Lead program cycle management (design, start-up, implementation, MEAL, close-out), aligning with LM International standards and donor requirements. Lead and develop annual and multi-year planning (workplans, staffing plans, procurement schedules, delivery milestones) and monitor progress against KPIs. Chair or co-chair country portfolio reviews; drive adaptive management and risk mitigation. Strengthen operational readiness (security protocols, logistics, supply chain, IT systems, data protection, safeguarding) in collaboration with Global Office and country team. Embed MEAL practices (indicators, baselines, qualitative/quantitative evidence) and use learning to improve program designs and scale impact. 2) Partnerships & Fundraising (10%) Map, cultivate, and formalize strategic partnerships across NGOs, civil society, faith-based actors, local authorities, private sector, and academia. Lead country business development: opportunity scanning, pre-positioning, capture planning, concept development, and proposal leadership. Diversify funding through institutional donors (e.g., EU, UN agencies, Sida, USAID), foundations, corporate partners, and high-net-worth individuals. Develop co-financing strategies and consortium models to unlock larger, multi-country awards. Negotiate MOUs, sub-awards, and partnership agreements, ensuring due diligence, compliance, and equitable partnership principles. 3) Representation & Networking (10%) Represent LM International in country coordination fora, donor briefings, thematic clusters/working groups, and high-level engagements. Build LM International’s profile through thought leadership, speaking engagements, and targeted communications (case studies, impact briefs, op-eds with Comms). Maintain strong relationships with embassies, donor mission offices, government bodies, and relevant networks across Ukraine. 4) Compliance, Risk & Safeguarding (15%) Ensure adherence to LM International policies (safeguarding, PSEAH, anti-fraud/corruption, data protection, code of conduct) and donor rules. Maintain and regularly update the regional risk register (programmatic, operational, financial, reputational); lead mitigation actions and incident reporting. Oversee security management in coordination with security advisors; ensure staff safety and duty of care measures are implemented and reviewed. 5) People Leadership & Culture (10%) Lead, mentor, and develop a high-performing country team; drive inclusive, values-led culture. Build local leadership capacity and equitable partnership practices with national organizations. Promote cross-functional collaboration (Programs, Finance, Compliance, MEAL, Security, HR, Comms). Contribute to LMs Global strategy execution through effective participation in the LM Global Management. Core Deliverables & KPIs Funding Mobilized: Annual targets met (new awards, renewals, co-financing); improved win rate and pipeline value. Program Quality: On-time delivery; ≥90% budget utilization; strong MEAL evidence; positive audit/compliance outcomes. Partnerships: New strategic partnerships formalized; partnership health scores; consortiums led or co-led. Influence & Visibility: Increased representation in key fora; thought leadership outputs; donor satisfaction feedback. Risk & Safeguarding: Risk mitigation actions implemented; safeguarding training coverage; incident management KPIs. About the position The Country Director, Ukraine role reports to the Chief Operations Officer. The position is based in Kyiv, Ukraine. Contract Type: Full-time (2 year’s contract) renewable based on funding. LMs work is grounded on Christian core values.
