KNOWLEDGE, SKILLS & ABILITIES:
- Sound knowledge of City of Richmond and RCMP policies, practices and procedures.
- Solid leadership and supervisory abilities, including excellent problem-solving skills with proven skills in leading and motivating teams.
- Thorough knowledge of advanced research principles and techniques.
- Advanced understanding of protected and classified information standards, dissemination rules, storage requirements, encryption and related issues.
- Ability to stay current on research methodology and police issues to make appropriate recommendations for improvements in analysis practices.
- Keen ability to ensure that objectives and deadlines are met; ensure consistency in analytical services and outputs.
- Ability to work under limited supervision, with considerable independence of judgement, initiative, discretion and action within established policies and procedures.
- Ability to communicate technical and specialized information effectively and professionally to various internal and external stakeholders; ability to customize communication appropriate to the audience.
- Skill and ability to provide strategic and analytical advice.
- Ability to maintain confidentiality and discretion at all times.
- Ability to establish and maintain working relationships with RCMP members, City employees, and various other internal and external stakeholders.
- Advanced proficiency in MS Word, Excel, Power BI and PowerPoint; skilled in Adobe, ArcGIS, i2Software (12 Analyst’s Notebook, iBase and CAST), Police Record Information Management System (PRIME), Canadian Police Information Centre (CPIC), National Criminal Databank (NCDB), Automated Criminal Intelligence Information System (ACIIS) and Justice Information System (JUSTIN).
- Understanding and familiarity with Standard Operating Procedures, terms, jargon, security, and protocols standard in law enforcement.
- Ability to obtain and maintain RCMP Top Secret clearance.
- Ability to obtain and maintain RCMP required security clearance for NCDB Level 4 (Human Source).
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s Degree from a post-secondary institution in a related field such as criminology, psychology, political science or business administration.
- Minimum 2 years of related experience in crime and statistical analysis.
- Valid Class 5 driver’s license for the Province of British Columbia.
