The City of Kent Public Works Department is currently accepting applications for the position of Cross-Connection Control Inspector. The Cross-Connection Control Inspector will be responsible for technical and customer service duties associated with backflow location inspections, reviewing permit and construction plan/drawings, and other duties requiring substantial interpersonal contact, so the ability to work cooperatively with others is essential. The ideal candidate will have a bachelor’s degree in physical/natural sciences with courses on water use survey or water distribution, OR a High School diploma supplemented by two (2) years of vocational training or trades school in water distribution repair or maintenance, cross-connection control, or a related field. Two (2) years of increasingly responsible work in program management, inspection, and/or customer service support are also required. This is a full-time, benefited position that is not represented by a union. SALARY: $7,250.00- $8,818.00 per month (2025 rates), depending on experience For a listing of benefits, please use the following link: Employee Benefits | City of Kent (kentwa.gov) GENERAL PURPOSE: Under the direction of the Environmental Supervisor, or designee, perform inspections of existing public and private water systems within the City and franchise areas to protect these water systems from contamination via cross-connection; and oversee a cross-connection control program required by Washington State Administrative Code 246-290-490 as amended. Work is characterized by performing independent, routine, and sometimes specialized, technical and customer service duties associated with backflow location inspections, and other responsibilities requiring substantial interpersonal contact. The incumbent is required to use independent judgment in applying a thorough knowledge of rules, regulations, codes, policies, and procedures for Cross-Connection Control program; perform and be responsible for complex field inspections and code enforcement to implement the Cross-connection Control Program; and maintain inspection files and records. The incumbent is also required to exercise a considerable amount of tact, patience, and courtesy in dealing with the City’s personnel and external customers as he/she may be subject to highly agitated or stressful communication from irate or disgruntled customers, contractors, and Backflow Assembly Testers. Work is performed under general supervision. The supervisor defines objectives, priorities, and deadlines; and assists employees with unusual situations, which may not have clear objectives or precedents. The employee plans and carries out assignments and handles problems and deviations in accordance with instructions, policies, city codes, procedures, and/or accepted practices. Work is evaluated for technical soundness and conformity to practice and policy. ESSENTIAL DUTIES AND RESPONSIBILITIES: Implement and maintain a computerized cross-connection control program and database to track and inspect all existing cross-connections within the City and franchise areas. Investigate drinking water quality concerns where backflow is suspected, and backflow assembly is required. Evaluate existing service connections for backflow hazards, schedule inspections, and perform inspections of those hazards. Perform field location inspections for deficiencies or correctness of installed backflow preventers and keep current records of those locations. Inspect existing assemblies to assure compliance with current codes and ordinances. Review engineering as-builts in order to locate backflows and ensure cross-connection compliance and standards are met. Coordinate with Permit Center and Development Engineering on reviews of permits and engineering plans. Inspect installations of existing cross-connection control backflow assemblies on public and private development projects in coordination with other City inspectors, contractors, and property owners. Keep current records of all backflow preventer testing, air gaps installed in-lieu of compliant backflow preventers, test kit calibration, and tester certification of all backflow assembly testers performing tests within the City of Kent. Coordinate with Building Services on issues concerning cross-connection control and backflow assemblies within buildings to assure compliance with codes. Prepare an annual report to the Washington State Department of Health on the progress of the City’s Cross-Connection Control Program implementation. Coordinate with Design Engineering on updates to Kent Construction and Design Standards pertaining to cross-connection program. Design and gather educational materials for City of Kent residences, business owners, and employees on Cross-Connection Control and backflow prevention. Communicate with the public as necessary; investigate and resolve complaints; communicate with City departments, personnel, and outside agencies to coordinate efforts and exchange information.
